Indonesia Time Zone, Russian Tax Dodgers, EU Aid: Compliance ...

Indonesia plans to switch to a single time zone on Oct. 28, allowing Southeast Asia?s biggest economy to match clocks in Singapore, Malaysia and China with the aim of boosting economic development and synchronizing markets, the nation?s trade ministry said.

The change will put Indonesia, the world?s largest shipper of thermal coal and tin, eight hours ahead of Greenwich Mean Time, according to the ministry. The country that stretches about 5,300 kilometers (3,300 miles) and borders India in the west and Australia in the east, has three time zones.

The move will help accelerate economic development across the country, Trade Minister Gita Wirjawan said in the statement in Jakarta yesterday. After the change in clocks, the country?s stock market will open 30 minutes after bourses in Singapore and Malaysia, from 90 minutes at present.

Indonesia?s new time zone will follow that of countries such as China, Korea, Singapore and Malaysia, Wirjawan said.

Jakarta?s clocks are two hours behind cities in eastern Indonesia. A unified time zone will help improve communication and productivity of Indonesia?s bureaucracy and help the spread of information through medium such as television broadcasts, Wirjawan said.

Russia Will Fight Tax Dodgers at Offshore Havens, Siluanov Says

Russia is seeking to curtail corporate use of tax havens as the government considers changes to taxes on foreign profits by offshore-registered units, Finance Minister Anton Siluanov said.

The authorities plan to ?reduce opportunities to evade taxes, which includes the use of low-tax jurisdictions and primarily offshores,? Siluanov told lawmakers in Moscow yesterday.

Russia may overhaul rules on controlled foreign companies, according to a three-year tax-policy outline published on the Finance Ministry?s website. The government may levy the 20 percent corporate income-tax rate on undistributed foreign earnings of companies controlled by Russian residents, the ministry said in the document. The measure would combat efforts to dodge taxes by Russian parents transferring profits to offshore destinations, according to the document.

President Vladimir Putin, who was inaugurated for his third term in the Kremlin this month after serving four years as prime minister, urged Russian entrepreneurs last December to repatriate assets held in offshore accounts and said the government may adjust legislation to facilitate the process. Putin ordered officials on March 5 to prepare rule changes requiring Russian residents to declare and pay taxes on income earned from foreign assets, the Vedomosti newspaper reported yesterday.

Fed Adopts Final Rule Listing Criteria for U.S. Broker Oversight

The Federal Reserve adopted a final rule stipulating the criteria under which a U.S. broker-dealer may choose the Fed Board of Governors as its supervisor if government oversight is required under laws outside the U.S.

The rule, required by section 618 of the Dodd-Frank Act, says a U.S. securities holding company that is required by a foreign regulator to be subject to comprehensive supervision may register with the U.S. central bank.

The Fed lists nine types of information a securities holding company must submit to receive consideration for supervision, including an organizational chart, biographical information on senior executives, and copies of the most recent quarterly and annual reports, the Fed said in a press release.

EU Weighs Direct Aid to Banks, Euro Bonds as Crisis Antidote

The European Commission called for direct euro-area aid for troubled banks, and touted a Europe-wide deposit-guarantee system and common bond issuance as antidotes to the debt crisis now threatening to overwhelm Spain.

The commission, the European Union?s central regulator, sided with Spain in proposing that the euro?s permanent bailout fund inject cash to banks instead of channeling the money via national governments. It also offered Spain extra time to squeeze the budget deficit.

The use of the rescue fund to recapitalize banks ?might be envisaged? and would ?sever the link between banks and the sovereigns,? the commission said yesterday in Brussels.

Proposals for more liberal use of European bailout money are likely to face resistance in creditor countries such as Germany, Finland and the Netherlands, the scenes of growing taxpayer opposition to more aid.

Current EU plans call for the 500 billion-euro European Stability Mechanism, set to start up in July, to funnel bank-aid money through national governments and, ultimately, require those governments to pay it back.

German Savings Banks Welcome High-Frequency Trading Curb Plan

The DSGV association of German savings banks said it welcomes government plans to rein in high-frequency trading, saying the group would help lawmakers to tag the trades in a targeted fashion.

The German initiative may be worth considering for inclusion in a revision of the Markets in Financial Instruments Directive, DSGV said in an e-mailed statement yesterday.

DSGV President Georg Fahrenschon said in the statement the transactions carry the risk of ?volatile price spikes that bear no relation to developments in the real economy.?

Separately, high-frequency trading may be responsible for some of the market volatility, Chairman of the Portuguese securities regulator CMVM, Carlos Tavares, said in Portugal?s parliament yesterday.

RBS Chairman Sees ?Constant Vigilance? on Regulation Balance

Royal Bank of Scotland Group Plc Chairman Philip Hampton said ?constant vigilance? by his bank is needed to ensure the correct balance between regulation, customer needs and profits.

?Elements of increased regulation are to be welcomed and RBS?s shareholders need little reminding that their own interests are ill-served by ineffective regulatory and capital regimes,? Regulators are requiring banks to hold more capital as the latest round of rules set by the Basel Committee on Banking Supervision are implemented. The Financial Policy Committee recommended in March that Parliament give it powers of direction over counter-cyclical capital buffers, capital requirements and leverage ratios.

Prototype iPad sells for $10,200 on eBay

An early prototype of the iPad with a surprising design quirk has sold for just?over $10,000 on eBay. The device features two dock connection ports, something that was rumored for the iPad 2. Unfortunately, the novelty of the two ports will be somewhat dampened by the fact that this iPad only runs a testing platform called Switchboard instead of iOS.

As the seller describes it:

This is one of a VERY small amount of Apple prototype devices and you rarely see these on ebay. This iPad has 16GBs of capacity, and is incredibly unique?...?Apple prototyped these iPads to have this connector late in the process and at the last minute decided to remove them. There are patent drawings and leaked casings that show the indents for both dock connector holes, but this unit has both dock connectors, and both are full functional for charging this iPad and connecting it to your computer.

There were certainly rumors to the effect that a new iPad would have two ports, and as the seller notes there were actually leaked cases and drawings that showed this design. This particular iPad, however, is the first actual device to show up with the ports intact.

Whether Apple indeed intended to include both ports up until "the last minute" is anyone's guess, though it seems unlikely that Steve Jobs and Jonathan Ive, both decisive and minimalistic in their design tendencies, would allow such an ambiguity into a shipping product.

It is, however, possible and even likely that the decision of which side the dock would be on was left until the last minute, as the device is equally usable in both landscape and portrait modes. They settled?on portrait as the primary orientation, clearly, mirroring the iPhone and differentiating the iPad from widescreen monitors and TVs.

Interestingly, as a commenter points out at MacRumours, which found the listing, the circuitry necessary for the second dock connector is still present in normal iPads, though there is no hole in the case through which it can be accessed.

The real question, of course, is how did this device get out of Apple's labs in the first place? The seller tells Wired: "Judging by how Apple works, it?s most likely stolen, but I?m not sure about that...?I can?t give much information about the Apple device without revealing who specifically I am." That may put this auction in questionable legal territory.

Regardless, the package is already in the open, in transit?to the US-based buyer. Apple may try to track it down, but this cat is already out of the bag.

Tony Blair says he ducked fight with UK media

LONDON (AP) ? Former Prime Minister Tony Blair has said that he couldn't stand up to Britain's media tycoons while in power, telling an official media ethics inquiry that doing so could have dragged his administration into a political quagmire.

Blair's testimony on Monday, briefly interrupted by a heckler who burst into the courtroom to call him a war criminal, shed light on the canny media strategy used to create the "New Labour" image that repackaged his party as more mainstream and business friendly, bringing it back to power after 18 years in opposition.

Blair, who was premier from 1997 to 2007, enjoyed strong press support in his early years, including backing from media mogul Rupert Murdoch's influential newspapers. But he found himself isolated near the end of his decade in power due in large part to his unpopular decision to join the U.S.-led invasion of Iraq.

The greying ex-prime minister said he long had concerns about what he once described as the "feral beasts" of the media but had to tread carefully where press barons were concerned.

"I took a strategic decision to manage these people, not confront them," he told Lord Justice Brian Leveson, who is leading the inquiry. "I didn't say that I feared them ... (but) had you decided to confront them, everything would have been pushed to the side. It would have been a huge battle with no guarantee of winning."

Leveson's inquiry was set up following revelations of phone hacking at Murdoch's News of the World tabloid, a scandal which has rocked the British establishment and raised questions about whether top politicians helped shield Murdoch ? and the media in general ? from official scrutiny.

The scandal has rocked Britain's establishment, leading to the arrest or resignation of dozens of journalists, media executives, political operatives and police, prison and military officials. It has also exposed a pattern of wrongdoing across the British press, from bribery to blackmail.

The investigation continues: As Blair was testifying, police said they had arrested a 42-year-old woman who was not identified on suspicion of money laundering offenses linked to the hacking scandal. She was later released on bail.

Clinicians say giving addicts maintenance ... - Bangor Daily News

When Zachary Tomaselli was sent to prison for sex crimes last month, he asked the judge to delay his sentence for a week.

The Lewiston man said he needed those seven days to wean himself off methadone, the drug he had been getting at a clinic to help him kick a prescription drug habit.

Thousands of addicts living ?on the outside? visit Maine?s for-profit clinics for weeks, months and even years for their prescribed methadone doses. A large majority of those addicts are MaineCare clients, paying for methadone treatments with taxpayer dollars.

According to the Department of Health and Human Services, Maine spends about $9 million in state and federal funds every year to dose just over 3,100 MaineCare and Medicare clients every day. The state spends another $7 million a year to transport clients to methadone clinics.

That?s $5,140 per MaineCare patient per year.

Under the recently passed state budget, MaineCare clients are subject to a 24-month lifetime cap for methadone treatment. That cap is expected to save Maine more than $1.3 million a year.

According to Susan Sullivan, director of CAP Quality Care Clinic in Westbrook, patients there ?are anxious and afraid of losing their treatment. Some are looking to be proactive and starting to taper themselves out because they don?t know what?s going to happen.?

If Tomaselli believed he could lick his drug habit in just a week, why wouldn?t ? or shouldn?t ? every drug addict do the same?

The answer, according to experts, is as complex as the subject of drug addiction itself.

Withdrawal is harsh reality

The good news for Tomaselli, experts say, is that he likely wasn?t in any danger of serious health risks had he decided to go cold turkey before trading his street clothes for jail garb.

The bad news ? depending on how long he had been treated with methadone and at what dosage ? is that his withdrawal might have been more grueling than his looming 3?-year prison sentence.

Dr. Michael E. Kelley, chief of psychiatry at St. Mary?s Regional Medical Center in Lewiston, said the effects of withdrawal from methadone are unique.

Because the medication is used as a maintenance narcotic for clients limited to a single dose each day, the drug typically stays in the body longer than other narcotics, he said.

?It is incredibly long-lasting,? he said.

That means withdrawal from that drug can linger for a week or longer. Sometimes up to a month.

Although not physically dangerous in an otherwise healthy adult, withdrawal can make you feel like you?re dying, Kelley said in an interview at the hospital, where he works as an addiction specialist, treating people with chemical dependency in residential and day programs.

?They can have a very miserable withdrawal,? he said.

It often includes severe flulike symptoms, including vomiting, diarrhea, sweating, chills and muscle cramps.

?But you won?t die,? Kelley said. The only possible medical risk is dehydration, he said.

The greater risk for narcotic addicts is relapse, experts say.

?Jail isn?t a hospital?

While withdrawal from narcotics, including methadone, is usually safe, withdrawal from certain other drugs and alcohol can be dangerous, even fatal, according to medical experts.

Withdrawal from alcohol, benzodiazepines (tranquilizers) and barbiturates can be ?very dangerous,? Kelley said.

Stopping those drugs too quickly can sometimes trigger seizures, heart arrhythmias and delirium tremens (in alcoholics), he said. The latter can be dangerous because those patients become disoriented and may inadvertently harm themselves.

Jails sometimes bring prisoners into the emergency room if they?re suspected of alcoholism or addiction to tranquilizers and show signs of withdrawal, Kelley said.

While the jail might let someone addicted to narcotics ?tough it out,? they won?t take a chance on the other addictive populations, Kelley said.

?The jail?s not going to risk that,? he said. ?The jail isn?t a hospital.?

When inmates come to St. Mary?s emergency department for medical clearance, hospital staff screens patients for drugs and toxic substances, checking their general health.

Doctors quiz the patients about drug use.

?Hopefully, they?ll be honest.? he said. But, too often they?re not. They fear their candor might get back to their probation officers. Although emergency room chats with doctors are confidential, inmates are on their guard generally and may not confide in the medical staff.

?Sometimes they lie to us,? Kelley said, ?which is part of the scary thing.?

Doctors typically watch inmates suspected of drug or alcohol abuse for 12-16 hours, he said, but added, ?There is no magic [time] line.? And there is no predicting a patient?s tolerance based on his or her history of drug or alcohol use.

No methadone for prisoners

At Maine?s correctional facilities, including its prisons, the state contracts its medical services with Corizon, a national company based in Tennessee. Three county jails in Maine, including Androscoggin County Jail in Auburn, also have contracts with Corizon.

The company has 150 health care professionals working at the state facilities. An additional 65 workers staff the three jails, according to Pat Nolan, a company spokesman.

Corizon would provide only written answers to questions posed by the Sun Journal for this story.

While it declined to detail how chemically dependent inmates are treated during intake at Maine?s prisons and jails, the company said it uses ?standard, humane and medically approved detox protocols for these addictions.?

Inmates who attend methadone clinics prior to incarceration are not dispensed methadone at any of the correctional facilities where Corizon is under contract. Pregnant inmates using methadone are treated by an off-site OB-GYN doctor licensed in prescribing Buprenorphine, a semisynthetic opioid used to treat opiate-based drug addiction. After delivery, those inmates follow the standard detox protocols, Nolan said.

If an inmate were to come to jail or prison with a current prescription for Oxycontin or oxycodone, those drugs wouldn?t be dispensed, except in ?very rare? cases, the company said.

Inmates with a medical marijuana certificate won?t be dispensed that drug at Maine?s prisons and jails, either, but substitutions could be considered on a case-by-case basis, the company said.

In all, roughly 90 percent of the inmates who enter Maine?s prisons and other correctional facilities have a history of addiction to one or more drugs (including narcotics, benzodiazepines or barbiturates) or alcohol.

Relapse rate is high

So, why don?t all methadone addicts spend a week weaning themselves from the drug like Tomaselli?

Some may try. But most will need more time. And a small percentage likely will need to stay on methadone until they die, experts say.

Sullivan, the director at CAP, where opioid addicts are treated with methadone, said the first goal is to stabilize clients on a suitable dose of medication.

Opioid addiction is a brain disease, she said, best treated with medication and psychosocial support. Clients who come to her clinic get both.

Like any addiction, ?It?s a progressive disease,? she said. ?The longer you use, the worse it gets and the more you use ? so that treatment is based on the individual.?

Studies have found that patients with this chronic disease undergo a change in brain chemistry in which they are lacking free endorphins which, for many, means they likely will need medication throughout their lifetimes, she said.

The long-term goal of treatment is to improve a client?s ability to function at home, at a job and in the world.

Studies show it works.

Typically, relapse rates are 70-90 percent among those who leave methadone maintenance treatment, she said, even among those who taper to zero.

An alternative for opioid addicts to being on a maintenance program at a methadone clinic may be to seek street drugs, which can expose addicts to hepatitis C and HIV through shared and dirty needles, blood clots and possible overdose, among other health risks.

Some may try prescription shopping, a ploy medical professionals are increasingly more aware of and on which federal and state drug agencies have cracked down.

A patient on Sullivan?s caseload was in methadone treatment before he tapered his dosage to zero and left, she said.

?Within a year, he relapsed,? she said. ?And then he came to this clinic and he?s been here about 9? years and he?s tapering out, decreasing his medication so he can leave. To zero eventually. That?s his desire.?

By taking a gradual approach, that client is more likely to succeed, she said.

She said patients and staff at CAP are anxious about the new 24-month MaineCare cap. Under the new DHHS rule, that cap can be exceeded with prior MaineCare authorization.

However, Sullivan said, ?We?re waiting for the criteria for prior authorization. We have no idea what that?s going to be.? Once that process is established, ?that will probably be the determinant on who loses treatment,? she said.

In the 10 years her clinic has been open, Sullivan said the number of clients has averaged about 550 at any given time.

?We?ve had over 3,000 patients come and go,? she said. ?And some stay.?

The MaineCare cap will have an adverse effect on methadone clinics across the state, Sullivan said. Nearly 70 percent of all clients are on MaineCare. And, under the MaineCare reimbursement cap, that patient load is likely to decrease if MaineCare-capped patients can?t pay out-of-pocket.

Fewer than 200 methadone patients pay for treatments with private insurance, which leaves about 1,000 patients without MaineCare or private insurance paying for their own treatments.

Although her clinic exists to treat addiction to narcotics, some people who became addicted started with a doctor?s prescription for pain, she said.

Pain and narcotic addiction ?are not necessarily mutually exclusive,? she said.

?Even addicts get real pain,? St. Mary?s Dr. Kelley said. Those are the ones who are likely to stay on methadone or Suboxone (a partial narcotic, offered by St. Mary?s instead of methadone) the rest of their lives, he said.

The other group that would have to stay on clinical treatment includes those who are so addicted they likely would harm themselves otherwise through risky drug behavior. No rehab program, however proven and long-term, is going to work for them.

?There?s just that once-in-a-while person that everything?s failed, no matter what,? he said.

But studies he?s seen show that opioid addicts who attend methadone clinics are less likely to contract HIV or hepatitis C and less likely to be charged with crimes. They work more days and achieve higher levels of education.

?So it does reduce the harm, not only to them, but to society, in many ways [to maintain methadone treatments],? he said.

St. Mary?s approach to addiction is that 99.9 percent of addicts can be weaned off and can stay off drugs and alcohol ? ?all chemicals,? Kelley said.

?And that requires a hell of a lot more than just taking a pill,? he said. ?It requires learning about yourself, doing what we call the recovery work ? learning why I use, how I can cope with life without drugs.?

Addicts who have been using drugs to cope with life will have to relearn how to cope without them. ?That?s how they dealt with every single emotion,? he said.

And some addicts who have been abusing drugs since their early teens will have to learn those coping skills for the first time.

?How many coping skills do you have at 13 years old?? Kelley said. ?Once you start using drugs for everything, you don?t learn new coping skills because you don?t need to. You?ve got a coping skill. It?s right there in your pocket. And so, some of these people are starting from scratch.?

(AP) ? With the jury at the John Edwards trial set to begin deliberations for a seventh day on Tuesday, speculation grows that the 12 people charged with deciding the fate of the former presidential candidate may be deadlocked.

Edwards faces six felony charges in a case involving nearly $1 million provided by two wealthy political donors to help hide the Democrat's pregnant mistress as he sought the White House in 2008.

To determine Edwards' guilt or innocence, the jury must sift through notes from 17 days of testimony and review about 500 trial exhibits, many of them voluminous phone and financial records. They must not only determine whether the candidate knew about the secret payments, which he has denied, but whether he realized he was violating federal law by allowing them.

That requires the jury to navigate a web of laws so complicated that even campaign finance experts disagree on whether the money used in the cover-up qualify as political contributions, which were then limited to $2,300 per person. Although U.S. District Court Judge Catherine C. Eagles said the issue appeared straightforward to her, the jury instructions took nearly an hour to read and left many on the jury looking dazed.

"This is a pretty complex chore," said Kieran J. Shanahan, a former federal prosecutor turned defense attorney who has attended nearly every day of the trial. "There's a lot to digest and come to an agreement on. One full week of deliberations is nothing to hit the panic button on. But if it goes another week, that indicates the likelihood of a split verdict or hung jury."

Federal law defines campaign contributions as money given with the intent of influencing the outcome of an election. But neither of the donors who gave the money testified about their thinking on the issue.

Rachel "Bunny" Mellon, a 101-year-old heiress, was deemed too frail to travel to court. Those involved in the scheme said she had no idea much of the $725,000 she funneled to an Edwards aide for a "personal expense" was being spent on concealing an extramarital affair.

Fred Baron, a wealthy Texas lawyer who served as Edwards' campaign finance chairman, paid for flights on private jets, luxury hotel rooms and a $20,000 rental mansion in California. He died of bone cancer in late 2008.

Edwards, a former trial lawyer, decided not to take the stand in his own defense. His mistress, Rielle Hunter, was not called to testify.

The jurors deliberate in a windowless conference room, their privacy protected by U.S. Marshals. Their lunch is catered inside.

The group of eight men and four women mostly come from middle-class backgrounds, including a retired fireman, a special education teacher, a plumber, a retired railroad engineer and two mechanics. There are also jurors with strong financial acumen, including a corporate vice president and a retired accountant.

High-profile juries that acquitted a defendant usually did so quickly.

It took less than a day last year for Florida jurors to find Casey Anthony not guilty of first-degree murder in the death of her 2-year-old daughter Caylee. That was after 33 days of testimony, 400 pieces of evidence and 90 witnesses.

The jury that acquitted football star O.J. Simpson of his former wife, Nicole, and her friend Ronald Goldman, made their decision in less than four hours.

And while it is true deliberations lasting several days or even weeks often end in deadlocks, there are examples where juries took a long time to return a guilty verdict.

The jury at the first trial of former Illinois Gov. Rod Blagojevich deliberated 14 days before a mistrial was declared on 23 corruption counts, though they did convict him on one count of making false statements.

Undeterred, federal prosecutors tried Blagojevich again. During his second trial, it took jurors 10 days to convict him on 17 counts of corruption.

The judge at Edwards' trial abruptly closed the courtroom Friday to talk to attorneys about an issue with a juror. She reopened the courtroom after 35 minutes, giving the public no details about what the problem was before sending everyone home for the long holiday weekend.

The jury's behavior drew attention Thursday when the four alternates all wore canary-yellow shirts. On Friday, they all wore bright red shirts, as did two of the 12 jurors deliberating the case.

One of the alternates, a young woman, has also frequently exchanged smiles with Edwards and nodded enthusiastically during closing arguments last week as the former presidential candidate's lawyer urged them to find his client not guilty.

Eagles can dismiss an alternate juror without affecting the trial. But if she dismisses one of the 12 deliberating the case and an alternate takes over, the discussions would have to start all over.

The judge said she would start court early Tuesday to talk about the issue further.

Steve Friedland, a former federal prosecutor and professor at Elon University School of Law, said those waiting for resolution should remain patient.

"Jury verdicts are not always like fast food, delivered neatly wrapped in short order," he said. "Instead, verdicts are sometimes like a fine meal that takes a long time to prepare. That is what is occurring in the Edwards case, and the result may be all the better for it."

100% Disabled Veteran?s Homestead Exemption in Texas

In Texas, 100% Disabled Veterans are now eligible to receive the new 100% Homestead Exemption.? A qualified 100% Disabled Veteran?s home will be totally exempt from property taxes in all jurisdictions, regardless of the home?s value.

The qualifications for the prior disabled veteran?s exemption differ from the qualifications for this 100% Disabled Veterans Homestead Exemption.? To qualify for this 100% Homestead Exemption, you must:

  • Own a home and occupy it as your homestead residence.
  • Be receiving 100% disability compensation from the US Department of Veterans Affairs for a service-connected disability.
  • Have a disability rating of 100% disabled or of individual unemployability.

This exemption is not automatically given.? To obtain this exemption, you must:

  • Complete Form 11.13 by checking the box for 100% Disabled Veterans Exemption and all other boxes which apply to you.

As I mentioned on our facebook page, I am doing some serious decluttering of our home right now. I?m also trying to revamp our storage spaces and make things easier to manage. Last night my husband and I put these crate shelves together for my daughter?s room. A post with how-to details is in the works.
