Memory of a time where an NEC phone graced US shores escapes us, but the prolific -- and often accurate -- @evleaks has tweeted a press shot that signals a handset from the Japanese firm might soon arrive stateside. Emblazoned with AT&T's logo and reportedly dubbed the NEC Terrain, the Android-toting smartphone shares its front real estate with a screen, a camera and a QWERTY keyboard. No other details were spilled with the image, but with a name like Terrain and what looks like a rubberized border, we wouldn't be surprised if it could withstand a fair amount of rough and tumble.

WASHINGTON (AP) ? The chairman of the House Homeland Security Committee said Sunday that the FBI is investigating in the United States and overseas to determine whether the suspects in the Boston Marathon bombing received training that helped them carry out the attack.

Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

"I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe ? and the way they handled these devices and the tradecraft ? ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

"Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

"Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

"We still have persons of interest that we're working to find and identify and have conversations with," he added.

At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

Putin: order and discipline not a sign of Stalinism

MOSCOW (Reuters) - President Vladimir Putin rejected comparisons with Soviet dictator Josef Stalin on Thursday in his annual televised question-and-answer session with citizens, denying political persecution but saying Russia needed order and discipline.

A liberal journalist referred to a host of legal sanctions applied to Putin's opponents since he was re-elected president to ask him whether there were elements of Stalinism in his exercise of power.

But on a day when the first Russian civic group was fined under a new law intended to limit foreign influence, an opposition activist was jailed over an anti-government protest and another was being tried for fraud, Putin dismissed the idea.

"I don't see any elements of Stalinism here," he said. "Stalinism is linked to the cult of personality, massive legal violations, repressions and labor camps.

"There is nothing like that in Russia and I hope there never will be again," he said. "But this does not mean that we should not have order and discipline."

Putin, a former KGB officer who has mixed praise of some of Stalin's achievements with criticism of his harsh methods, denied using the courts to persecute opponents - a hallmark of Stalin's three decades in power until his death in 1953.

"Nobody is putting anyone behind bars for their political views," Putin said.

FRAUD CHARGES

Protest leader and anti-corruption campaigner Alexei Navalny, arguably Putin's most formidable political opponent in the absence of any effective parliamentary opposition, says his trial on charges of defrauding a timber firm has been trumped up to silence him.

Avoiding using Navalny's name, but clearly referring to him, Putin said: "People who fight corruption must be pure as crystal themselves, otherwise it (their campaigning) all looks like self-promotion and political advertising."

Navalny's supporters have compared his trial to that of former oil tycoon Mikhail Khodorkovsky, who was jailed in 2005 on fraud and tax evasion charges after falling out with Putin and remains in prison.

Putin's remarks in a confident live appearance that lasted nearly five hours indicated he has no plans to ease the pressure on opponents and activists that has helped stifle what were the biggest opposition protests since he came to power in 2000.

The human rights campaign groups Amnesty International and Human Rights Watch this week said Putin's new term had seen a witch-hunt against dissenters and the toughest crackdown on civil society since the Soviet era.

PROTESTERS ON TRIAL

A Moscow court on Thursday convicted opposition activist Konstantin Lebedev of organizing mass disorder at a protest on May 6 last year, the eve of Putin's inauguration, and sentenced him to two-and-a-half years in prison.

He was given lenient treatment because he implicated others, which lawyers fear could bode ill for prominent opposition leader Sergei Udaltsov and more than 20 others who have also been formally accused or charged in connection with the May 6 protest. One other person has been convicted.

Also on Thursday, a Moscow court handed a 300,000 rouble ($9,500) fine to Golos, a vote-monitoring group that documented fraud allegations in the presidential election and a 2011 parliamentary election, for declining to register as a "foreign agent" under a new law aimed at NGOs with foreign funding.

For many Russians, that designation clearly evokes the Stalin era. Golos said the foreign payment in question had been a human rights prize, which it had promptly returned in full.

Putin dismissed criticism of the law, saying: "Let them say where they got money, how much, and how they have spent it."

He also referred disparagingly to Pussy Riot, the female band, some of whose members were jailed for singing a raucous anti-Putin song near the altar of Moscow's main Orthodox cathedral.

"These girls from Pussy Riot and guys who desecrate the graves of our soldiers must be equal before the law," he said.

Through countless years, the evolution of thought regarding children has been astounding. In ancient times, children were thought of as incomplete beings. With Desiderius Erasmus, the idea of children having the innate ability to love and make moral choices arose. Moving centuries forward, the concept of the four planes of development came about and now serves as one of the foundations of the principles of education.

Quite simply, the four planes of development outline each stage a child goes through, from infancy through adolescence, wherein certain benchmarks or guidelines of developments can be observed despite the uniqueness of each child. Each plane lasts about six years in length.

The first plane begins from infancy and culminates at the age of six. At this stage, children are compared to sponges, absorbing every stimulus they come across. It is at this stage that they are receptive to both their immediate environment as well as social constructs like language and culture. This is why it is important for both educators and parents to create a prepared environment, one which is cheerful and beautiful and filled with educational materials which will pique the child's interests which, in turn, spur him or her on to discover various simple learning concepts.

The second plane begins right after the first ends, once the child reaches the age of twelve. Building upon what the child has learned and assimilated during the first six years of life, the child adds imagination as well as the capacities for reasoning and abstract thought into the mix. It is at this stage wherein the knowledge they have picked up comes into play with how they explore the world. As such, it is important to encourage them to engage in activities that involve both acting and reasoning.

The third plane coincides with the period of adolescence. It is at this stage where the child experiences a rapid pace of physical changes. It is also at this stage wherein existential issues arise, questioning themselves and how they should relate with the greater world. Here, parents and educators must provide them with outlets for both expression and exploration, recognising their growing need for independence and their readiness for responsibilities.

The final plane of development lasts between the ages of 18 and 24. It is at this age that your child becomes a fully-grown person, ready to take on the challenges of the "real world," inexperienced yet full of ideals. At this stage, his or her physical development has reached its end and yet mentally, socially and emotionally, there is much room for growth.

Microscopic dust particles found in underground railways may pose health risk

Apr. 24, 2013 ? New research from the University of Southampton has found that working or travelling on an underground railway for a sustained period of time could have health implications.

Previously published work suggests that working in environments such as steel mills or welding plants, which are rich in airborne metals, like iron, copper and nickel, can have damaging effects on health. However, little research has been done on the effects of working in an underground railway environment -- a similarly metal-rich environment -- and results of studies that have been conducted are often inconclusive.

New research published in Environmental Science and Technology shows that the small dust particles in the air in an underground railway is quite different to the dust that you breathe in every day and that could have health implications.

Matt Loxham, PhD student at the University of Southampton, explains: "We studied the ultrafine dust (or particulate matter) found in an underground station in Europe. Typically, ultrafine dust is composed of inert matter that does not pose much of a risk in terms of its chemical composition. However, in the underground station we studied, the ultrafine dust was at least as rich in metals as the larger dust particles and therefore, taken together with their increased surface area to volume ratio, it is of potential significance in understanding the risks of working and travelling in the underground. These tiny dust particles have the potential to penetrate the lungs and the body more easily, posing a risk to someone's health."

While coarse dust is generally deposited in the conducting airways of the body, for example nasal passages and bronchi; and the fine dust generally can reach the bronchioles (smaller airways), it is almost exclusively the ultrafine dust which is able to reach the deepest areas of the lungs, into the alveoli, where oxygen enters the blood and waste gases leave, to be exhaled. There is evidence that this ultrafine dust may be able to evade the protective barrier lining the airways (the epithelium), and enter underlying tissue and the circulation, meaning that the toxicity of ultrafine particles may not be limited to the airways but may involve the cardiovascular system, liver, brain, and kidneys.

Mr Loxham adds: "Underground rail travel is used by great numbers of people in large cities all over the world, for example, almost 1.2 billion journeys are made per year on the London Underground. The high level of mechanical activity in underground railways, along with very high temperatures is key in the generation of this metal-rich dust, and the number of people likely to be exposed means that more studies into the effects of particulate matter in the underground railway environment are needed, as well as examining how the levels of dust and duration of exposure might translate to effects on health."

The Southampton team, which included the Geochemistry Group at the National Oceanography Centre, Southampton and the Inhalation Toxicology Group at the National Institute for Public Health and the Environment (RIVM) in Bilthoven, initially collected airborne dust from a mainline underground station underneath an airport in Europe. The metal content of the dust was analysed and a detailed elemental profile was established for each dust sample. These profiles were then compared to profiles from other dusts analysed at the same time, for example dust from wood-burning stoves and a heavily-trafficked road tunnel, showing that underground particles were very rich in metals, especially iron and copper. The shapes of individual particles were examined and gave clues as to how the particles were generated. The team then showed that the dust was capable of generating reactive molecules which are fundamental to their toxic effects, and that this was dependent on the metal content of the particles and, importantly, occurred to a greater extent as the size of the individual particles decreased. Further work is now being performed to examine the effects of underground dust on airway cells in more detail and the potential mechanisms by which cells may be able to protect themselves.

The study was funded through the Integrative Toxicology Training Partnership studentship provided by the Medical Research Council UK.

Outspoken Sharon Osbourne is finally getting to say her piece. "The Talk" cohost opened up about her husband Ozzy Osbourne's recent admission of drug problems during an episode of the talk show on Tuesday, Apr. 23, telling the audience that she's "devastated" by the news.

"Everybody knows he's been struggling with this his entire life and I never knew that he was using prescription drugs," she said. "I knew he was drinking occasionally, but I didn't realize to what extend. It's our business -- we're dealing with it. We're not getting divorced. However, am I happy? No. Am I upset? Yes, I am -- I'm devastated right now."

A century after WWI, a dead soldier unites

BULLECOURT, France (AP) ? When Didier Guerle fulfilled his grandfather's dying wish and had the fields of his farm searched, he set off a chain of events that brought people together across continents, and one family across generations.

The farmer called in his friend Moise Dilly, an expert in metal detection. Soon enough, Dilly came across something hidden underneath the lush grassland. "I took a spade and some time later I hit a shoe. There still was a bone in it."

As his grandfather had predicted, beneath the brutal World War I battleground, the remains and possessions of dead soldiers were found, including the silver identity bracelet for British Lt. John Harold Pritchard. Dilly's metal detector had been set off by a gun or other piece of metal on a body.

On Tuesday, almost a century after his death in the trenches, Pritchard finally found a proper grave and a ceremonial reburial in neighboring Ecoust-St. Mein, attended by his family and England's Prince Michael of Kent. Finally, he was no longer among the ranks of soldiers whose bodies were never found in the carnage of the Great War.

Pvt. Christopher Douglas Elphick and two unidentified men were buried in the same ceremony, which comes as nations prepare to mark World War I centenary commemorations next year.

Family members of Pritchard, a soldier chorister who performed as a child at the enthronement of British King Edward VII, sang for him at the white gravestone that now marks his memory. Among them was a great niece who used musical scores from his own choir days to study to become a professional singer. The grave is one of tens of thousands dotting the fertile fields in northern France which were scene to some of humanity's worst bloodshed.

"Lost for many years. Your battle is won," the etching on the stone says.

Among the crowd at the war cemetery stood Mark Cain, an American collector who came into possession of Pritchard's ceremonial sword about a dozen years ago. He became interested in the object and got in touch with the British armed forces archives about it. When he learned from the archives that Pritchard's remains had been found, he knew there was only one thing to do: give the sword back to the family.

"The sword has been traveling between continents for 100 years perhaps," Cain said. "I have been very honored to return it."

Pritchard's family was profoundly moved by the generosity. "I persuaded him to come to the burial because I cannot thank him enough," said Janet Shell, Pritchard's great-niece.

The value of the sword? "They will tell you it is priceless," Cain said after Pritchard's family was handed the sword by Prince Michael.

For Shell, it was music that reunited the family across a century. As a chorister of St. Paul's Cathedral, Pritchard has been on a remembrance plaque of the cathedral since 1921. Pritchard left for the war in the first wave of 1914 but came back to England after he was injured twice. "He was given the option of staying but John said 'no,' he wanted to get back to his men," she said.

The night before he left for France for the final time in 1916, he was stationed at the Tower of London. He played the piano for his mother and sister Ida and sang to a verse of poet Lord Tennyson's "Crossing the Bar" ? a metaphor about impending death which ends: "I hope to see my Pilot face to face/When I have crost the bar."

And the day's leaden clouds broke for Janet and three other professional singers in the family, as they brought the ceremony to an end with a moving a cappella rendition of the same song.

"It was sort of fitting in some way," said Shell. "It could not have been a better moment."

"Now this is bringing together four generations and we will never forget."

Pritchard was killed on May 15, 1917, in a nighttime battle which stopped his watch at midnight. He died in the second battle of Bullecourt on the Hindenburg Line, a fight that instead of saving the village fully razed it. Thousands of dead were scattered on both sides. Australians who fought there called it the "blood tub" and the two-week battle had little impact on the Great War itself.

The impact on the locals, though, was deep. Bullecourt literally had to be rebuilt from the mud up. Some people had no idea where their house once stood.

When Guerle's grandfather, Jean-Baptiste Savary, returned from the war, he wanted to forget, even though he knew bodies were strewn on his land.

"He told us that when I'm dead, you have to get all the soldiers out," said Guerle.

Out of respect, the land behind the farm was never ploughed, and only lightweight sheep were allowed to graze. "We did not want to trample the dead," Guerle said.

Neither he nor anyone else knows how many soldiers are still buried in his fields.

But Dilly said: "I guarantee you that there are still a lot of them there."

Suarez accepts FA violent conduct charge for bite

LONDON (AP) ? Liverpool forward Luis Suarez accepted a violent conduct charge from the English Football Association after he bit an opponent.

The FA wants Suarez suspended for more than the standard three matches for sinking his teeth into an arm of Chelsea defender Bransilav Ivanovic during a Premier League match on Sunday.

Suarez's punishment will be decided Wednesday, the FA said.

He apologized to Ivanovic after the match, received a fine from Liverpool and was rebuked by the government on Monday.

CLARKSVILLE, Mo. (AP) ? An all-too-familiar springtime ritual played out around the nation's heartland this weekend as volunteers, National Guardsmen and even prison inmates joined together in an effort to ward off fast-rising floodwaters.

Dangerously high waters dotted at least six Midwestern states following torrential rains this past week that dumped up to 7 inches in some locations. Record flooding was possible in some places as dozens of rivers overflowed their banks.

The water levels forced evacuations, closed roads, swamped hundreds of thousands of acres of farmland and shut down much of the upper Mississippi River to barge traffic. Even two Mississippi River bridges were closed. Several Mississippi River towns north of St. Louis were expected to see crests sometime Sunday, including Clarksville, Mo.

Volunteers in the tiny community have worked endlessly since Wednesday to build a makeshift sandbag levee that seemed to be holding as the crest? expected to be 11 feet above flood stage ? approached. Even prisoners from far-away Jefferson City were brought in to help.

After four 12-hour days of sandbagging, Trish Connelly, 57, was exhausted but optimistic the town would beat back the river. Her plan to open a new fine arts gallery downtown this weekend were on hold "until we know what the river is going to do," she said.

"This is frustrating for people," Connelly said. "This isn't as bad as 2008, but thank God it stopped raining."

Gov. Jay Nixon on Saturday toured the unprotected-by-choice town that was also flooded in 2008, 2001, 1998, 1995 and many times before that.

"The water is continuing to rise but it is our full hope and expectation that these walls will hold," Nixon said of the sandbag levees. Clarksville has a flood protection system in which a temporary levee ? aluminum slats filled with sand ? can be built if the river rises, but the Mississippi was too quick this time.

Mississippi River levels vary greatly but are typically highest in the spring, so minor flooding is not uncommon. But when river levels exceed flood stage by several feet, serious problems can occur.

Travel was at a standstill on most of the Mississippi between the Quad Cities and St. Louis. The Army Corps of Engineers closed several locks, halting barge traffic. Recreational traffic was halted, too, including the Mark Twain Riverboat that offers excursions at scenic Hannibal, Mo. Owner and pilot Steve Terry has moored the ship since Thursday, with no end in sight.

Even crossing the river was difficult. One of two bridges at Quincy, Ill., closed Friday, and the narrow two-lane bridge at the Missouri town of Louisiana was shut down Saturday. To get across, people in the Louisiana, Mo., area either had to drive 35 miles north to Hannibal, Mo., or 50-plus miles south to suburban St. Louis.

Penny Scranton's normal 13-minute commute from Rockport, Ill., to the BP convenience store in Louisiana turned into an hour and a half.

"There are others worse off," she shrugged.

Among those worse off was Louisiana resident Erica Campbell, whose rented home in a low-lying area of town was flooded for the second time in three years. She's had enough. Campbell, her husband and their eight kids are packing up.

"We're planning to move to the country ? as far away from water as I can get," Campbell, 35, said.

Smaller rivers across the Midwest were swelling, too. In Illinois, heavy equipment manufacturer Caterpillar will shut down its East Peoria, Ill., factory Sunday as the Illinois River approaches an expected 30-foot crest early next week.

Several Indiana towns were threatened by high water, forcing hundreds of evacuations. The Wabash River in Tippecanoe County reached more than 14 feet above flood stage on Saturday, the highest level since 1958. Indiana Gov. Mitch Pence took a helicopter tour Saturday of damage in Kokomo, Tipton and Elwood.

The mayor of Grand Rapids, Mich., declared a state of emergency Saturday, the same day high water forced the evacuation of the Courtyard Marriott Hotel and an apartment building.

UFC on Fox 7 started out with a knockout, followed by a knockout and then a knockout. Before fans at the fights in San Jose had eaten lunch, the competition was already fierce for the Knockout of the Night.

It started with Yoel Romero, an Olympic wrestler who knocked out Clifford Starks with a flying knee 1:32 in the first round.

Anthony Njokuani followed Romero's knockout with a pasting of Roger Bowling. Njokuani ruined Bowling's UFC debut with a second-round KO.

T.J. Dillashaw kept the KO-party going with a knockout of Hugo Viana at 4:22 of the first round. Jorge Masvidal won a bloody technical decision over Tim Means and then the knockout fun started all over again.

Joseph Benavidez dominated Darren Uyenoyama for two rounds, then finished up with a TKO with just 10 seconds left in the second round.

Myles Jury stayed undefeated with a knockout of Ramsey Nijem at 1:02 in the second round. Francis Carmont and Lorenz Larkin broke the KO streak with a decision. The judges saw it 29-28 on all three cards for Carmont, thought Larkin controlled the bout and had stellar takedown defense.

Chad Mendes finished off the knockout-filled preliminary card with a KO of Darren Elkins in 1:08. It's his third straight win since losing to Jose Aldo in his first title shot. After the fight, he asked for another one.

The formal invitation for Tokyo to join the negotiations was extended at a meeting of members of the Trans-Pacific Partnership (TPP) on Saturday on the sidelines of the?Asia-Pacific Economic Cooperation?gathering in?Surabaya,Indonesia, according to a joint statement.

Japan?will join 11 nations already in talks on the TPP: the?United States,?Canada,?Mexico,?Peru,?Chile,?Vietnam,?Malaysia,?Singapore,?Brunei,?Australia?and?New Zealand. Members hope to reach a deal by the end of this year.

With the world's third-largest economy on board, the final TPP pact would cover nearly 40 percent of global economic output and one-third of all world trade.

Abe has prescribed a three-part economic plan of hyper-easy monetary policy, big fiscal spending and steps to spur longer-term growth, including deregulation and government backing to beat deflation and engineer lasting recovery. Joining the TPP talks is seen as the first, key element of that growth strategy.

"Japan's participation in the negotiation will underscore the economic significance of TPP and its promise as a pathway toward a Free Trade Area of the?Asia Pacific," said the joint statement by trade ministers of the TPP member nations.

Japan?hopes to participate in the July round of negotiations, which would require the?White House?to quickly giveCongress?90-day notice of its intention to begin trade talks with Tokyo.

A 17th round of talks is currently scheduled for May in?Peru. The dates and location of the 18th round in July have not yet been announced.

Last week,?Japan?struck a deal with the?United States?to get Washington's support to join the TPP talks.

The TPP talks are officially slated to conclude this year, although many trade experts expect them to stretch into 2014.

Japan?is hoping to protect key agriculture goods such as rice, wheat and dairy products to appease its politically powerful farm lobby.

"Japan?will aim to secure tariffs on agricultural products after entering the TPP talks. The situation is quite tough but we have not given up," a senior government official said.

Kazuhito Yamashita, research director at the?Canon Institute?for Global Studies, said?Japan?should be looking beyond the TPP to boost broader trade ties.

"Japan?can have bargaining power as the nation is the only one involved in trade talks such as the TPP,?Japan-EU,?Japan-China-Korea, and the RCEP," he said.

Talks on a?Regional Comprehensive Economic Partnership trade?block include the 10-nation Association of South East Asian Nations (ASEAN) along with?Japan,?China,?South Korea,?Australia,?New Zealand?and?India, but not the?United States.

"Japan?is in a very interesting strategic position.?Japan?could become a hub in?South East Asia?and a bridge between the region and the West if the authorities clearly understand this."?

Boston Marathon bombing investigation turns to motive

BOSTON (Reuters) - The surviving suspect in the Boston Marathon bombings lay seriously wounded and unable to speak in a hospital on Saturday as investigators worked to determine a motive and whether the two ethnic Chechen brothers accused of the attack acted alone.

Dzhokhar Tsarnaev, 19, was captured late on Friday after a gunfight with police that ended a daylong manhunt and sent waves of relief and jubilation throughout Boston. His brother, Tamerlan, 26, died on early Friday after a shootout with police.

Dzhokhar had been hiding in a boat parked in the backyard of a house in the suburb of Watertown and was captured after a resident spotted blood on the boat and called police. He was being treated at Beth Israel Deaconess Medical Center in Boston.

Investigators are trying to establish whether the pair had assistance leading up to the detonation of bombs made in pressure cookers and packed with ball bearings and nails at the crowded finish line of Monday's marathon, killing three people and injuring 176.

Tamerlan, 26, traveled to Moscow in January 2012 and spent six months in the region, a law enforcement source said, but it was unclear what he did while he was there and if he could have had contact with militant Islamist groups in southern Russia's restive Caucasus region.

Early indications are the brothers acted alone, Watertown Police Chief Edward Deveau told CNN on Saturday. "From what I know right now, these two acted together and alone," he said. "But as far as this little ... group, I think we got our guys."

Still, the bombings prompted contact between the United States and Russia on terrorism, and the Kremlin said on Saturday the presidents of both countries agreed by telephone to increase cooperation on counterterrorism.

The FBI, who interviewed Tamerlan in 2011 after he was flagged by Russian authorities, believes the older brother was the leader of the pair, although investigators were checking on people who had contact with both brothers to see if anyone else was involved, a senior U.S. law enforcement source said.

Ruslan Tsarni, who said he was an uncle of the brothers, told CNN on Saturday he first noticed a change in Tamerlan Tsarnaev's religious views in 2009. He said the radicalization of his nephew happened "in the streets of Cambridge (Massachusetts)."

More details of the brother's lives were emerging. Tamerlane was married to Katherine Russell, whose family lives in an upper middle-class neighborhood in North Kingstown, Rhode Island. Her father is licensed as an emergency room physician. The couple had a young child.

"She changed her attire completely. When she left, she was a normal American girl and when she returned after the first year, her appearance had changed completely and she wore a headscarf. Soon she had a baby," said Paula Gillette a neighbor of the Russell family in North Kingstown.

A statement on the door of the family's home read: "Our daughter has lost her husband today, the father of her child. We cannot being to comprehend how this horrible tragedy occurred."

'NOT YET ABLE TO SPEAK'

Dzhokhar Tsarnaev was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk or when he would be charged.

"It's serious ... he's not yet able to speak," Massachusetts Governor Deval Patrick told reporters on Saturday. "We have a million questions and those questions need to be answered."

A U.S. Justice Department official said on Saturday night there would be no further news conference the rest of the day, suggesting Dzhokhar would not be charged before Sunday at the earliest.

The FBI said it did not find any "terrorism activity" when it interviewed Tamerlan in 2011 at the request of a foreign government - identified by a law enforcement source as Russia - after Moscow raised concerns he followed radical Islam. After that, he appears to have dropped off the radar of U.S. authorities.

President Barack Obama said on Friday after the capture that questions remained from the bombings, including whether the two suspects received any help. Obama has described the bombings an act of terrorism.

On Saturday evening, a vast motorcade of police cars with blue lights flashing escorted the hearse carrying the body of Massachusetts Institute of Technology police officer Sean Collier, 26, along a Boston street. He was shot multiple times in his car on Thursday night as the brothers tried to evade capture.

"It's a good show of solidarity for our brother officer killed by the cowards," said William Gross, a Boston police superintendent.

Life in Boston began to return to normal on Saturday as the Red Sox returned to Fenway Park for the first time since the bombings, paying an emotional tribute to the victims and the first responders before their baseball game.

PARENTS SAY SONS FRAMED

Dzhokhar Tsarnaev was a student at the University of Massachusetts at Dartmouth and is believed to have been on the college campus on Tuesday, Wednesday and Thursday, said a university official, citing witnesses, swipe cards and security cameras.

The family emigrated to the United States about a decade ago. The brothers spent their early years in a small community of Chechens in the central Asian country of Kyrgyzstan, a mainly Muslim nation of 5.5 million. The family moved in 2001 to Dagestan, a southern Russian province that lies at the heart of a violent Islamist insurgency and where their parents now live.

In separate interviews, the parents of the Tsarnaev brothers said they believed their sons were incapable of carrying out the bombings. Others remembered the brothers as friendly and respectful youths who never stood out or caused alarm.

"Somebody clearly framed them. I don't know who exactly framed them, but they did. They framed them. And they were so cowardly that they shot the boy dead," father Anzor Tsarnaev said in an interview with Reuters in Dagestan's provincial capital, Makhachkala, clasping his head in despair.

ENEMY COMBATANT?

On Saturday, several Republican lawmakers called on Obama to try Tsarnaev as an "enemy combatant" under terms of war, without entitlement to Miranda rights - usually given by police to suspects before they are interrogated so statements can be admissible in court.

Authorities did not read the teenager the Miranda warning.

A Justice Department official said the government was invoking the public safety exception to Miranda to question the suspect extensively about other potential explosive devices or accomplices and to gain critical intelligence.

The Federal Public Defender Office said on Saturday it would represent Tsarnaev once charges were filed.

After combing through a mass of pictures and video from the site in the minutes before the Boston marathon bombing, the FBI publicized pictures of the two men on Thursday and asked the public for help in identifying them.

Just hours later, events began to unfold with the fatal shooting of on the MIT campus and finally the Watertown firefight, during which police say the brothers threw bombs at officers. Tamerlan suffered fatal wounds, while Dzhokhar escaped on foot.

The first factor is risk. How likely is it that you?re going to get the return you expect over the next year, or the next five years? Generally, lower risk is better.

The second factor is liquidity. How easy is it for you to get money out of that investment? The easier it is, the greater that investment?s liquidity. Generally, higher liquidity is better.

The third factor is return. How much do you expect to earn off of your investment over the next year? This is, of course, heavily tied into risk. Generally, higher returns are better.

Everything you invest in is going to require a sacrifice in one of these areas.

If you want high liquidity and low risk, you?re going to have a low return. You?re probably going to be putting your money into something like a savings account.

If you want low risk and high return, you?re going to have to give up liquidity. You?re probably going to be putting your money into something like real estate.

If you want high liquidity and high return, you?re going to have to take on some significant risk. You?re probably going to be putting your money into something like stocks.

There are different life situations that call on different investment options.

For example, if you want to have an emergency fund that will help you get through painful situations in your life without having to dive into debt or touch your retirement, you?re looking at something that?s high liquidity and low risk, which means you?ll have to accept a low return. Thus, it makes sense to keep an emergency fund in a savings account.

If you want to buy something and sit on that investment for a very long period while it earns you a fairly steady income, you?re going to want something with a low risk and a high return, which means you?ll have to sacrifice some liquidity. Thus, it makes sense for people to invest in rental properties to generate a steady income.

On the other hand, if you want to be able to invest in something that provides a great return, but also want the freedom to jump out of that investment quickly if something in your life changes or if something about that investment changes, you?re going to need something with high liquidity and a high return, which means you?re going to be adding risk to the mix. For many people, it makes sense to invest in stocks for the ease of rebalancing and selling them off.

These descriptions are very broad strokes, of course. Different people may have different opinions on how to specifically invest and so on.

The key thing to remember here is that your life is in the lead. You make investments based on what you actually need in your life above all else. The situation you?re in and what you need out of the investment will lead you to what you should be doing with your money.

Two charged in killings of two Texas prosecutors

(Reuters) - A former Kaufman County justice of the peace and his wife were charged with capital murder in the slayings of a district attorney, his wife and another prosecutor, Texas authorities said on Thursday.

Eric and Kim Williams were charged with the killings.

Kaufman District Attorney Mike McLelland and his wife Cynthia were shot dead in their Forney, Texas, home over Easter weekend.

Prosecutor Mark Hasse was gunned down in broad daylight outside the Kaufman County courthouse on January 31.

Both Hasse and McLelland were involved in prosecuting a theft case against Eric Williams last year that led to Williams' conviction. Williams lost his law license as a consequence of the case.

Eric Williams was first arrested on April 13 on a charge of making a "terroristic" threat, which generally involves a threat to commit violence. His wife was arrested on Wednesday.

Supplier woes stir Apple demand fears, stock drops below $400

SAN FRANCISCO (Reuters) - Apple Inc's shares fell below $400 on Wednesday for the first time since December 2011 after a chip supplier's disappointing revenue forecast fanned fears about weakening demand for the iPhone and iPad as competition intensifies.

The stock dropped below $400 briefly before bouncing back to end 5.5 percent lower at $402.80, losing more than $22 billion of market value in a single day.

Cirrus Logic, which makes analog and audio chips for the iPhone and iPad, on Tuesday warned of a reduced product forecast from one customer - which it did not name. But 90 percent or more of its business comes from Apple, making it a key indicator of demand for iPhones and iPads.

The surprise warning fueled fears that demand for the iPhone - which makes up more than half of Apple's revenue - is falling faster than expected as Samsung Electronics and other rivals who use Google Inc's Android software flood the market with cheaper phones. Typically, many Apple fans also hold off on buying the gadgets if they believe a new model will be introduced in the next few months.

Apple is to report quarterly results on Tuesday. Analysts say Cirrus Logic's reduced outlook lends weight to arguments that consumers' love affair with the iPhone is waning as challengers such as Samsung vie for their attention.

"This is a tough environment. Apple is in transition between products," said Michael Yoshikami, a portfolio manager at Destination Wealth Management, which owns about 50,000 Apple shares. Cirrus's warning "makes it more likely Apple's not going to surprise on upside."

Since its September 2012 peak, Apple has lost 40 percent of its market value or more than $280 billion - slightly more than Google's entire capitalization - battered by worries about the effect on Apple's industry-leading margins if it's forced to do faster updates of its products to keep up.

Some believe Apple will not be able to sustain its high gross margins as competition in the tablet and smartphone markets leads to lower prices. Shorter product cycles limit Apple's ability to bring down component costs, Bernstein Research analyst Toni Sacconaghi said in a note to clients.

Cirrus's weak forecast follows a 19 percent decline in first-quarter sales at Taiwan's Hon Hai Precision Industry Co Ltd, Apple's main contract manufacturer.

"It's a reminder of weakening demand and the challenges around product transitions," Shannon Cross, of Cross Research, said. "There's not a lot of conviction about what the second half is going to look like."

Verizon Communications Inc, which with Vodafone controls the No. 1 U.S. wireless carrier Verizon Wireless, reports results on Thursday and may offer more clues to iPhone and iPad demand in the quarter.

NERVES

Investors are growing increasingly nervous about Apple's growth prospects.

Shares of other chip makers and Apple suppliers, including Qualcomm, Avago Technologies, Broadcom and Skyworks, fell between 2 and 6 percent on a day that saw broad weakness in financial markets.

Goldman Sachs analyst Bill Shope said in a note on Wednesday that Apple's momentum could weaken further before it launches new products later this year.

Apple, which relies heavily on new products to drive its revenue growth, has not had a launch since last October when it unveiled its 7.9-inch iPad mini and an updated full-size iPad.

The company typically launches a new iPad in the spring, but it is unlikely to do so because of the October update. Looking forward, investors now expect an upcoming new iPhone to power earnings in the second half. The two versions of the iPad are also likely to get an update in the fall.

In the past week, analysts had reduced their estimates for Apple's March quarter revenue on average to $42.53 billion from $42.68 billion. Following Cirrus' warning on Tuesday, some think Apple's results could miss those already reduced expectations.

Apple is expected to report a 9 percent increase in quarterly revenue, with net profit expected to decline 17 percent to $9.59 billion, or $10.08 a share, for its fiscal second quarter, according to average analysts' estimates.

Sacconaghi, who lowered his revenue estimate to $41.1 billion from $42.4 billion, said he expects mixed results with Apple's revenue coming in below consensus and earnings per share largely as expected.

Apple's implied volatility, which measures perceived risk of future stock movement, shot up on Wednesday. The implied volatility for the next 30 days for Apple stood at 43.73 percent, a 16.7 percent increase.

Share price volatility should increase into earnings and surpass an annual high in the next few days, said Ophir Gottlieb, managing director of options analytics firm Livevol.
