(AP) ? Even with one of the largest hurdles to an immigration overhaul overcome, lawmakers on Sunday cautioned much work remains and that no final deal has been reached.

The AFL-CIO and the pro-business U.S. Chamber of Commerce reached a deal late Friday that would allow tens of thousands of low-skill workers into the country to fill jobs in construction, restaurants and hotels. Yet despite the unusual agreement between the two powerful lobbying groups, lawmakers from both parties tried to curb expectations that the negotiations were finished and an immigration bill was heading for a vote.

"Reports that the bipartisan group of eight senators have agreed on a legislative proposal are premature," said Sen. Marco Rubio, a Florida Republican who is among the lawmakers working on legislation.

Rubio, a Cuban-American who is weighing a presidential bid in 2016, is a leading figure inside his party. Lawmakers will be closely watching any deal for his approval and his skepticism about the process did little to encourage optimism.

"Eight senators from seven states have worked on this bill to serve as a starting point for discussion about fixing our broken immigration system," Rubio said. "But arriving at a final product will require it to be properly submitted for the American people's consideration, through the other 92 senators from 43 states that weren't part of this initial drafting process."

Fellow Republican, Rep. Peter King of New York, was skeptical about any prospects for a deal.

"Eight guys in a room saying the border is going to be secure is not enough," said King, who is not working on the bipartisan proposal.

Sen. Chuck Schumer, D-N.Y., helped negotiate the deal between AFL-CIO president Richard Trumka and Chamber of Commerce head Tom Donohue during a late-Friday phone call. Under the compromise, the government would create a new "W'' visa for low-skill workers who would earn wages paid to Americans or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department would determine prevailing wage based on customary rates in specific localities, so that it would vary from city to city.

The detente between the nation's leading labor federation and the powerful business lobbying group still needs senators' approval, including a nod from Sen. John McCain, the Arizona Republican whose previous efforts came up short.

The measure also under serious discussion would secure the border, crack down on employers, improve legal immigration and create a 13-year pathway to citizenship for the millions of illegal immigrants already here.

Schumer acknowledged on Sunday that the lawmakers themselves had not settled on a final deal and said the senators have not yet finished writing a bill to address the 11 million illegal immigrants already in the United States.

"Business and labor have an agreement," Schumer said. "This is a major, major obstacle that is overcome."

Sen. Jeff Flake, R-Ariz., also warned the negotiations were not complete despite the truce between labor and business.

"That doesn't mean we've crossed every 'i' or dotted every 't,' or vice versa," said Flake, another lawmaker intimately involved in the talks.

Big labor and big business were at a standoff over wages for low-skill workers and which industries would be included. Those disputes had led talks to break down a week ago, throwing into doubt whether Schumer, Flake and other senators crafting a comprehensive immigration bill would be able to complete their work as planned.

It's a major second-term priority of President Barack Obama's and would usher in the most dramatic changes to the faltering U.S. immigration system in more than two decades.

"This is a legacy item for him. There is no doubt in my mind that he wants to pass comprehensive immigration reform," said David Axelrod, a longtime political confidant of Obama.

During the last week, an immigration deal seemed doomed. But the breakthrough late Friday restarted the talks.

Ultimately the new "W'' visa program would be capped at 200,000 workers a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau being pushed by labor groups as an objective monitor of the market, according to an official involved with the talks who also spoke on condition of anonymity ahead of a formal announcement.

A "safety valve" would allow employers to exceed the cap, the official said, if they could show need and pay premium wages, but any additional workers brought in would be subtracted from the next year's cap.

The workers could move from employer to employer and would be able to petition for permanent residency and ultimately seek U.S. citizenship. Neither is possible for temporary workers now.

"As to the 11 million (illegal immigrants), they'll have a pathway to citizenship, but it will be earned, it will be long, and it will be hard, and I think it is fair," said Sen. Lindsey Graham, R-S.C.

The new program would fill needs employers say they have that are not currently met by U.S. immigration programs. Most industries don't have a good way to hire a steady supply of foreign workers because there's one temporary visa program for low-wage nonagricultural workers but it's capped at 66,000 visas per year and is only supposed to be used for seasonal or temporary jobs.

Separately, the new immigration bill also is expected to offer many more visas for high-tech workers, new visas for agriculture workers, and provisions allowing some agriculture workers already in the U.S. a speedier path to citizenship than that provided to other illegal immigrants, in an effort to create a stable agricultural workforce.

King spoke with ABC's "This Week." Schumer, Flake and Axelrod appeared on NBC's "Meet the Press." Graham was interviewed on CNN's "State of the Union."

Zombie television show turns Georgia town into tourism hub

SENOIA, Georgia (Reuters) - Frank Hollberg III, whose family has sold furniture in Senoia, Georgia since 1894, laughed as he recalled the odd sight of watching a man walk through the idyllic downtown holding a head in his hand.

The head was a prop and the man an actor filming "The Walking Dead," the hit zombie-themed television series that has drawn millions of fans worldwide and helped turn the small town 25 miles south of Atlanta into a thriving tourist attraction.

Senoia, pronounced "Seh-noy" by its 3,300 residents, had seen its fortunes fade after the local cotton and agricultural industries died off. But the town now boasts a retail district that grew from six to 49 businesses in half a dozen years.

Country music singer Zac Brown has opened a restaurant and live music venue on Main Street, and two home showcases by Southern Living magazine's popular "Idea House" program brought about 30,000 visitors to Senoia in 2010 and again in 2012, local officials said.

"It's been a hell of a lot of changes in this town," said Hollberg, 77. "It's a different world."

Hollberg and other locals credit most of the newfound popularity to the success of the weekly AMC cable network series. "The Walking Dead" averages 7 million U.S. viewers ages 18 to 49, making it the top-rated drama for that demographic in cable history, according to AMC.

Fans proved eager to get a behind-the-scenes look at filming in and around Senoia, which for the show's third season was transformed into the fictional town of Woodbury. The season finale airs on Sunday.

They found a town that had stopped cutting the grass and weeding the flower beds to foster an authentic post-apocalyptic setting, said Mayor Robert Belisle. Stores displayed zombie-themed T-shirts next to baby clothes and home decor items.

BUSINESS BOOMING

Some natives grumbled about having to jockey for parking spaces, but many business owners said they were happy to accommodate the show and its fans.

"When your sales are up 40 percent over the same month last year, it must be a good thing," said store owner Jim Preece. "Our Christmas was phenomenal."

The guest book by Preece's register logs signatures of visitors who traveled to Senoia from across the United States, as well as Europe, Asia and the Caribbean.

The tourist traffic continued after the cameras stopped rolling, business owners said, aided by fan websites that direct visitors to specific filming spots for each episode.

Brian Holland, a heating and air service technician who lives in Columbus, Georgia, runs the Walking Dead Locations website as a hobby. He said people email him daily asking for help planning their trips.

"It started out as me running around on Saturdays taking pictures of places we'd seen on the show, to talking to people all over the world," said Holland, 40.

One recent weekday, show fans ranging from teenagers to retirees posed for pictures by the fake Woodbury town hall and bank and bought "Zombie Dark" coffee from the cafe that serves as the Woodbury Coffee House on the show.

"My daughter is going to be extremely jealous," said Ted Molnar, 60, who drove two hours from LaFayette, Georgia, with his wife to check out the show's backdrop. A sticker on their van read, "When the zombies come, I'll be ready."

The series has "forever redefined this town," said Scott Tigchelaar, a developer and president of Raleigh Studios - Atlanta, a film company whose 120-acre property in Senoia serves as home base for the show's production.

"'Walking Dead' to Senoia is like 'Midnight in the Garden of Good and Evil' to Savannah," he said, referring to the best-selling 1994 novel set in the picturesque Georgia city and made into a movie directed by Clint Eastwood.

LOCATION, LOCATION, LOCATION

Georgia has enticed the film and TV industry to towns across the state with generous tax incentives and dozens of direct flights each day between Atlanta and Los Angeles, he said.

The state hosted 333 films, TV productions and music videos between July 2011 and June 2012, generating nearly $880 million in direct spending by the entertainment industry, according to the Georgia Film, Music & Digital Entertainment Office.

Senoia is not paid for the filming, leaving local leaders to find other ways to capitalize on the spotlight while preserving the town's historic charm.

The downtown development authority installed sidewalk plaques to highlight some of the two dozen movies and TV series that have filmed in Senoia, including "Fried Green Tomatoes", "Sweet Home Alabama" and "Drop Dead Diva".

Tigchelaar, a Canada native whose development company has restored much of the downtown, said he and his brother-in-law bought a trolley to give tours of various film locations starting this spring.

A store with licensed merchandise for "The Walking Dead" is set to open when production resumes in May and, later this year, developers expect to break ground on a boutique hotel.

"Ten years ago to talk about a four-star hotel in Senoia, people probably would have laughed me out of town," Tigchelaar said. "Today, it's feasible."

Tweetdeck update for Mac and Windows ushers in column filters

Tweetdeck, the Twitter client that's more popular (and useful) than the company's own native desktop app, is getting a version bump that has everything to do with filters. Available for Windows and Mac users now, the update lets social tweakers get granular as they sort through columns and search with new content and user filters. Keen to see a column filled with only RTs? You can do that now, as well as filter by using select terms, media, verified users and lists. A minor visual refresh is also bundled in that gives users the option to expand column width and choose from more font sizes, alongside a couple of handy new shortcuts. Selling SEO to the C-Suite - Search Engine Watch (#SEW)

?Search sits at the core of online behavior. People spend more time on the Internet than watching TV. What customers put in the search bar is the expression of intent?, said Seth Besmertnik, CEO of Conductor, and presenter at the SEO in the Boardroom: Tangible Search Metrics session at SES New York. The session emphasized the importance of executive buy-in when it comes to investing in organic search, and a wealth of tips on how to go about winning it.

A Compelling Case for Investment in Organic Search

?SEO is about optimizing content so people can find it. Many people play a role in various stages of creating content, yet SEO often has no functional ownership of this process. It is imperative to get the C-suite engaged?, said Besmertnik. Before traveling down the path of strategy and implementation, you must first sell the C-Suite on making the investment in SEO.

Organic search is the indisputable leader in driving traffic that will convert to a website. Yet, it remains among of the lowest funding priorities when it comes to the website or marketing budget. Search marketing often attracts more of the budget, despite the fact that organic search delivers a higher rate of lead to close conversion than paid search, referral, social media, or outbound marketing.

Despite the facts, ?organic search remains the most under-funded activity in web marketing?, said Besmertnik. He referenced data provided by Forrester and comScore indicating that allocation of search engine budgets is upside down.

While a mere 8 percent of search engine clicks come from paid search, 89 percent of the search budget is invested in search engine marketing. Conversely, while 92 percent of search engine clicks are organic in origin, a mere 11 percent of the search engine budget is invested in organic search.

Besmertnik shared that when his organization inquired, organizations would reveal how little they invest in organic search. He used an example of a $100,000 per month budget where 10 percent spend on organic would be considered high, a mere 1 percent of the budget allocated to organic SEO is more the norm.

This could be discouraging to those championing SEO to the leadership team within their own organization, or that of a client. Fortunately, the facts are in the favor of SEO as a qualified investment. It is just a matter of communicating them to the right people, in a way they will understand and can respond to.

Speak Their Language

Besmertnik explained, ?most technical SEO professionals fail to communicate effectively with CEOs. They dive into details about link profiles, canonical URLs, missing alt tags, etc.? A technical discussion creates a technical barrier. Resist the temptation to dazzle them with terms you may use as a technician of your craft and focus instead on terms management is familiar with and understands.

One of the easiest ways to sell anything to the CEO, CFO, CMO, CTO, CIO or any other C-level executive, is to communicate with data. At the executive level, hype and industry trends mean very little until they directly impact the competitive edge and profitability of an organization.

Use Data to Demonstrate SEO Performance

To appeal to bottom-line focused executives, performance and ROI of any investment will be more heavily scrutinized than anywhere else in the organization. Which works to your advantage, when you are prepared to sell SEO.

A million people die, it?s a statistic, one person dies and its tragic. The same applies to keywords. CEOs actually care about keywords, perhaps even including the CEO?s name. Provide granular data that enables them to identify goals and view performance.

And, never forget there is a lot of ego and emotion invested in succeeding. Besmertnik reminds us that leadership, across the board, does not want to be beat by their competition or out-performed.

SEO is on the Rise

SEO as a skillset is on the rise. The number of SEO jobs increasing over the past year or two. And, Besmertnik shared that Conductor tracks the number of people on LinkedIn with SEO in their title or description - that number has jumped from 250,000 professionals in 2011, to 500,000 professionals in 2012.

In fact, some CEOs and executives from the C-Suite may consider themselves to be the SEO. For executives and other professionals who believe they know more than then they really do, satiate their desire to be engaged with frequent sharing of information, the way they want to see it. Or, educate them on focus of big picture for results, not just granular performance of one specific keyword.

Moderator Simon Heseltine, Director of SEO at AOL, suggested, ?when the CEO or other executives show interest in being more hands-on, offer them two options to participate, based on how to be involved if they wish to be.?

ROI and Revenue

Once you?ve sold the C-Suite on SEO, it will command budgetary investment as long as it delivers. Demonstrating ROI is an imperative when it comes to organic search.

As Besmertnik explains, even if you removed every hint of organic search traffic, you?d still get some level of search traffic. So, measuring performance can be as easy as subtracting the revenue generated by doing ?nothing? from the revenue generated to determine ROI of SEO.

He presented the following equation to illustrate:

To be even more accurate, calculate costs of SEO that impact other roles and outcomes (cost of talent, crossover of data utilized for Paid search, programming, design, etc.) which expand the perceived value of investments made in natural search to the organization.

KPIs and Milestones

Search ranking data may not be enough to demonstrate SEO performance. To increase understanding, Besmertnik suggests referencing specific KPIs and milestones, such as how many keywords appear on page one of SERPs, rank, URLs appearing in search, competitive comparison an positioning, as well as notations of events that impact search performance (server upgrades, impact of Panda, Penguin, etc.).

Engage the C-Suite

The session could have stopped there, but there was much more ground to cover. Chuck Price, CEO of Measurable SEO, jumped right into SEO in the Boardroom. He began his presentation by emphasizing that success in SEO no longer merely means being at the top of Page 1. Although SERPs are still a good indicator of success, you cannot judge overall success by these metrics alone.

Synchronize Business and SEO

?Business and SEO must be in sync. No buy-in, no sale,? Price said. ?If you cannot achieve buy-in from C-Suite, you will not attract the budget to execute your awesome marketing plan.?

He began the discussion asking ?Remember when it was easy to demonstrate SEO value?? It used to be Page 1 Ranking = Success. Today, rankings and traffic need to yield measurable improvement in revenues and profits. Price used several key topics to illustrate exactly how SEO can positively impact the bottom line.

SEO is Multi-Faceted

Price credited Eric Schmidt of Google, author of "The New Digital Age", due to be released on April 23, 2013 with the quote ?Authorship is the next big thing?. Price explained that essentially authorship = rankings, lack of authorship = anonymity.

Price emphasizes ranking on the long tail, not just head phrases. He also mentioned the value of other assets, explaining an optimized photo can now get more clicks than a page when properly optimized.

He encourages SEO professionals to tap into visibility metrics to identify top content in order to replicate and expand it, and identify the weakest content to be eliminated or revamped. In the context of referrals, Price recommends identifying ?most linked to? content and marketing it to attract organic referrals.

Price also offered a stream of valuable tips.

How to Promote Consensus Around SEO

  • Find a Cheerleader:?Leverage social media, relationships to create an internal champion for your cause.
  • Objections are inevitable:?Be prepared to show ROI with Plan A, have a back-up Plan B and C if budget is an issue.
  • Neutralize Naysayers:?People don't like change. Seek someone that person trusts to help you win them over.
  • Offer Metrics-Based Engagement:?No performance, no payment.
  • Show you have their best interest in mind:?Develop a track-record of generous contributions, and be prepared to remind them of your contribution and attention.
  • Timing is Everything:?Getting it right means asking lots of questions and offering the right solution at the right time.
  • Don?t Abandon Good Ideas:?If your ideas don?t get buy-in the first time, it doesn?t mean they were bad ideas. Be prepared to try later, or adapt to circumstances.
  • Make Proposal Simple and Clear:?Present proposals on a single page, perhaps with a link to the details. This increases understanding of the offer.
  • Co-Create the Solution with the C-Suite:?Sometimes you need to approach the project as a team, be prepared to collaborate your way to a solution.
  • Best Outcomes from Relationships and Team Collaboration:?All parties are more likely to be on board with the plan, and make sure it happens.
  • What?s in it For Me:?Articulate how they will benefit from the proposed solution.
  • Manage What You Measure:?Invest in what will directly impact how you will measure success (rank, keywords, landing pages, organic traffic, etc.)

Price stated that he believes that achieving the top of Page 1 may require deviation from Webmaster guidelines and the risk of a penalty by Google. I would add that the comfort level with this approach may vary by organization.

(AP) ? Cyprus has imposed limits on money transfers and hired extra security guards as it prepares for the planned reopening Thursday of its banks, which have been closed for almost two weeks to avoid a run during the country's financial drama.

A banking official said Wednesday that new controls will include restrictions on large-scale transfers from the country's two largest and most troubled lenders, Bank of Cyprus and Laiki, when they reopen Thursday. Both are being restructured and big depositors face losses of as much as 40 percent.

Authorities are looking to increase the daily withdrawal limit from 100 euros to 300 euros (from $130 to $386), while payroll payments will be allowed in order to help businesses, which have taken a huge hit as people cut down on their spending amid the uncertainty swirling about the banks.

The restrictions will be kept for at least a week until the situation stabilizes, said the official, who spoke only on condition of anonymity because the measures have yet to be officially announced.

Meanwhile, private security firm G4S will dispatch 180 of its staff to all bank branches across the island to keep a lid on any possible trouble, said John Argyrou, managing director of the firm's Cypriot arm.

"Our presence there will be for the comfort of both bank staff and clients, but police will also be present," he said.

Argyrou said he doesn't foresee any serious trouble unfolding once banks open their doors because people had time to "digest" what has transpired.

"There may be some isolated incidents, but it's in our culture to be civil and patient, so I don't expect anything serious."

Another 120 staff from G4S would be assigned money transportation duties.

Banks were closed on March 16 as politicians scrambled to come up with a plan to raise 5.8 billion euros ($7.5 billion) that would qualify the country for 10 billion euros ($12.9 billion) in bailout loans from fellow eurozone partners and the International Monetary Fund.

Under the deal clinched in Brussels early Monday, Cyprus agreed to slash its oversized banking sector and inflict hefty losses on large Laiki and Bank of Cyprus depositors.

Laiki is to be restructured, with its healthy assets going into a "good bank" and its nonperforming loans and toxic assets going into a "bad bank," officials have said. The healthy side will be absorbed into the Bank of Cyprus.

The board of directors of both banks has been fired and administrators appointed to handle the restructuring and absorption, the banking official said.

Bank of Cyprus CEO Yiannis Kypris issued a statement saying the Central Bank governor had asked him verbally Wednesday to resign.

"These are very difficult times for everyone. The Bank of Cyprus was and must remain the basic support of the economy and our society in the effort to deal with the crisis our country is going through," Kypris said. "I hope that the handling of this transition phase will respect the workers, shareholders and customers of the Bank of Cyprus."

Cypriot officials said the deal would mean the country would shift its focus away from being an international center of financial services. That is expected to cost jobs, adding to the unemployment rate which now stands at around 14 percent.

Business leaders and cabinet ministers were meeting with President Nicos Anastasiades on Wednesday to find ways to get the economy going again.

To give consumers a break, electricity prices will drop 5.75 percent next month. Over the next couple of weeks, authorities will look into how they can reduce them by another 3 percent, said Commerce Minister Giorgos Lakkotrypis.

Interior Minister Socrates Hasikos said his ministry is looking to cut red tape in order to attract foreign investment. He said Chinese investors have shown increasing interest in property sales, adding that a single real estate office has sold some 400 residences to Chinese buyers.

"There has always been interest from foreign investors," said Hasikos. "The question is how we as the government, as Cyprus, can convince all these investors ...that the environment is secure, that whatever happened has now passed and that they can continue securely investing in Cyprus."

Astronomers discover new kind of supernova

Mar. 26, 2013 ? Supernovae were always thought to occur in two main varieties. But a team of astronomers including Carnegie's Wendy Freedman, Mark Phillips and Eric Persson is reporting the discovery of a new type of supernova called Type Iax.

This research has been accepted for publication in The Astrophysical Journal.

Previously, supernovae were divided into either core-collapse or Type Ia categories. Core-collapse supernovae are the explosion of a star about 10 to 100 times as massive as our sun. Type Ia supernovae are the complete disruption of a tiny white dwarf.

This new type, Iax, is fainter and less energetic than Type Ia. Although both types come from exploding white dwarfs, Type Iax supernovas may not completely destroy the white dwarf. "A Type Iax supernova is essentially a mini supernova," says lead author Ryan Foley, Clay Fellow at the Harvard-Smithsonian Center for Astrophysics (CfA). "It's the runt of the supernova litter."

The research team--which also included Max Stritzinger, formerly of Carnegie--identified 25 examples of the new type of supernova. None of them appeared in elliptical galaxies, which are filled with old stars. This suggests that Type Iax supernovas come from young star systems.

Based on a variety of observational data, the team concluded that a Type Iax supernova comes from a binary star system containing a white dwarf and a companion star that has lost its outer hydrogen, leaving it helium dominated. The white dwarf collects helium from the normal star.

Researchers aren't sure what triggers a Type Iax. It's possible that the outer helium layer ignites first, sending a shock wave into the white dwarf. Alternatively, the white dwarf might ignite first due to the influence of the overlying helium shell.

Either way, it appears that in many cases the white dwarf survives the explosion, unlike in a Type Ia supernova where the white dwarf is completely destroyed.

The team calculates that Type Iax supernovae are about a third as common as Type Ia supernovae. The reason so few have been detected is that the faintest are only one-hundredth as bright as a Type Ia supernova.

"The closer we look, the more ways we find for stars to explode," Phillips said.

The Large Synoptic Survey Telescope could discover thousands of Type Iax supernovas over its lifetime.

(AP) ? The lawyer for one of the Georgia teenagers charged with murder in a baby's shooting said Monday his client is "absolutely" not guilty and the grandmother of the second suspect said her grandson would never be involved in such a crime.

"My client is absolutely, 1,000-percent not guilty," public defender Kevin Gough, who represents 17-year-old De'Marquise Elkins, told The Associated Press. He made the comments Monday, while preparing for Elkins' first court appearance on the murder charge. It was scheduled for 2 p.m. Monday.

Elkins and 15-year-old Dominique Lang are charged in Thursday's shooting of 13-month-old Antonio Santiago who was in his stroller on a walk with his mother, Sherry West, who was also shot. Both suspects are charged as adults.

At a Monday hearing, Lang came into the courtroom shackled and wearing a baggy orange jumpsuit, The Florida Times-Union reported.

The teen glanced at the few members of the media allowed into the courtroom for the initial appearance as he shuffled to a lectern facing Glynn County Magistrate Tim Barton.

The magistrate told the boy he couldn't set a bond because only Superior Court judges can do so in murder cases.

"I'm going to see that you get a lawyer immediately," Barton said.

Lang was in the eighth grade at Glynn Middle School before his arrest, said Jim Weidhaas, a spokesman for the school system.

The teen's relatives said Lang would never get involved in such a crime. Lang's grandmother, Verdell Hunter, told WJXT-TV in Jacksvonville the boy is a baby himself, not a baby killer. A call to Hunter was not answered and it was unclear Monday night if the teen had an attorney.

Elkins was last a student in October 2011, when he left Ombudsman, an alternative school program, Weidhaas said.

Sherry West said she was walking home when two boys confronted her to try to rob her and one of them opened fire. Police say she was shot in the leg, and her baby was shot in face.

Gough said he has demanded a bond hearing and filed a request for a speedy trial for Elkins.

"We look forward to our day in court," he said.

West has said she picked the gunman out of a photo lineup of 24 mugshots and insists he killed her baby.

Aggies and Cornhuskers meet in NCAA second round

COLLEGE STATION, Texas (AP) - Texas A&M has moved on to the Southeastern Conference, and Nebraska is a part of the Big 10.

The Aggies and Cornhuskers will hold a Big 12 reunion Monday night when the former conference foes meet in the second round of the NCAA tournament.

Nebraska and A&M competed against each other for years in the Big 12 before the Cornhuskers made the jump to the Big 10 in 2011. The Aggies left the conference for the SEC this season.

No. 3 Texas A&M beat Wichita State in the first round and sixth-seeded Nebraska rallied to knock off Chattanooga.

The Aggies won the national title in 2011, and advanced to the round of 16 last season. Nebraska is looking to get there for first time since 2010.

Kerry meets Palestinian, Israeli leaders after Obama visit

JERUSALEM (Reuters) - U.S. Secretary of State John Kerry met Israeli Prime Minister Benjamin Netanyahu in Jerusalem on Saturday after earlier talking to Palestinian President Mahmoud Abbas in Jordan in a bid to revive stalled peace talks.

Kerry's back-to-back meetings followed up on U.S. President Barack Obama's visits to Israel and the Palestinian Territories this week in which he called for fresh diplomatic efforts but offered no new peace proposals of his own.

Kerry, who had accompanied Obama on his trip and then stayed on in the region, met privately for two hours with Abbas in Jordan's capital of Amman, a Palestinian source told Reuters.

A State Department official said earlier that Kerry planned "to continue the conversations they started with President Obama and the secretary earlier this week".

Neither side issued formal statements after Kerry's meeting with Abbas, and their senior aides declined initially to divulge any details.

A Palestinian source speaking on condition of anonymity said the talks had focused on "trying to find common ground between both sides to see if there is ground to resume peace talks", and cautioned against expecting any quick results.

"It could take some time" to achieve a formal resumption of negotiations, the source said.

Peace talks ran aground in late 2010 in a dispute over Jewish settlement building in land Israel captured in a 1967 war. Palestinians seek this land for a state.

In Jerusalem, Kerry was photographed meeting Netanyahu and later issued a brief written statement saying they had discussed the budding reconciliation between Israel and Turkey.

Obama on Friday engineered a call between Netanyahu and Turkish Prime Minister Tayyip Erdogan, enabling the two U.S. allies to overcome a diplomatic crisis sparked by the deaths of nine Turks in 2010 during an Israeli commando raid off the Gaza Strip.

Israel apologized to Turkey on Friday for killing the nine Turkish citizens in its naval raid on a Gaza-bound flotilla and the two feuding U.S. allies agreed to normalize relations.

The rapprochement could help regional coordination to contain spillover from the Syrian civil war and ease Israel's diplomatic isolation in the Middle East as it faces challenges posed by Iran's nuclear program.

"The reconciliation between Israel and Turkey is a very important development that will help advance the cause of peace and stability in the region," Kerry said in the statement. "This will help Israel meet the many challenges it faces in the region."

Obama promised that Kerry, Washington's new top diplomat, would dedicate time and energy to the Israeli-Palestinian problem, one in which the president failed to make progress during his first term.

QUANTICO, Va. (AP) ? Three people, including the suspect, were killed in a shooting at Marine Base Quantico, a base spokesman said.

It began with a shooting around 11 p.m. Thursday that left one dead, said Lt. Agustin Solivan. That shooting lead to a standoff between authorities and the suspect, who was barricaded in barracks at the base.

Authorities entered the barracks early Friday and found the suspect dead of a self-inflicted gunshot wound along with a second victim. Solivan could not say what prompted authorities to enter the barracks, which are at the base's officer candidate school.

No names were immediately released but Solivan said the suspect and both victims were Marines. Authorities believe the suspect was a staff member at the officer candidate school, Solivan said.

Solivan said the shooting was isolated to the school and authorities were confident there were no other casualties. The base was put on lockdown after the shooting but the lockdown was lifted early Friday. During the lockdown, residents were warned over a loudspeaker to stay inside.

The base, which is about 37 miles south of Washington, is also home to the FBI's training academy.

Congress takes action on guns

The comprehensive gun package introduced in the Senate Thursday faces an uncertain future, with many Republicans and moderate Democrats quibbling over the universal background check requirement in the bill, but Congress has certainly already acted in some ways on guns, even passing a government spending bill that includes four gun provisions which actually loosen gun regulations.

The CR, Washington speak for continuing resolution, approved Thursday that will keep the government funded for the next six months included four gun measures that have long been in the CR's base bill but were made permanent by the CR passed this week.

One measure prevents the Bureau of Alcohol, Tobacco and Firearms from requiring firearms dealers to maintain inventories to ensure weapons haven't been stolen, while another provision prevents the ATF from denying licenses to firearms dealers who report no business activity.

A third provision prevents the government from changing the definition of antique guns, and a fourth measure requires the ATF to include disclaimer language in its research data saying the information can't be used to make conclusions about gun crimes.

These measures, tucked away in the CR, seem to loosen gun regulations as the Senate is introducing legislation it's spent months cultivating.

Next month the Senate will consider a comprehensive gun package, which includes universal background checks and a gun trafficking measure. Senate Majority Leader Harry Reid introduced the gun legislation Thursday evening, and it will face a vote when the Senate returns from recess in April.

"I hope negotiations will continue over the upcoming break to reach a bipartisan compromise on background checks, and I am hopeful that they will succeed," Reid said in a statement. "If a compromise is reached, I am open to including it in the base bill. But I want to be clear: in order to be effective, any bill that passes the Senate must include background checks."

But the comprehensive gun package will face an uphill battle due to the universal background check portion of the bill, originally introduced by Sen. Chuck Schumer, D-N.Y., which Republicans worry will lead to a national registry of guns.

And stripped from the comprehensive bill is the controversial assault weapons ban, which will be voted on as an amendment to the bill instead of as part of the full package. The assault weapons ban proposed by Sen. Dianne Feinstein, D-Calif., drew heated debate between Republicans and Democrats on the Senate Judiciary Committee earlier this month.

"Once debate begins, I will ensure that a ban on assault weapons, limits to high-capacity magazines, and mental health provisions receive votes, along with other amendments. In his State of the Union address, President Obama called for all of these provisions to receive votes, and I will ensure that they do," Reid said in the statement.

Vice President Joe Biden, who has led the administration's gun reform initiatives, called on Congress to show "courage" Thursday as they deliberate over the gun proposals next month and made the case for banning high capacity magazines, a proposal that's not included in the comprehensive gun package.

"For all those who say we shouldn't or couldn't ban high-capacity magazines, I just ask them one question: Think about Newtown. Think about Newtown. Think about how many of these children may, or teachers may be alive today had [Adam Lanza] had to reload three times as many times as he did," Biden said in a news conference at New York City Hall with Mayor Michael Bloomberg and families of Newtown victims Thursday.

"Even though restrictions on military-style weapons will not be part of the bill that goes to the floor of the U.S. Senate, it will get a vote ? by the full Senate as an amendment to the bill. And everyone's going to have to stand up and say yea or nay, and then the rest of us have to decide just how we feel about people and their stance," Bloomberg said. "We will do everything to win support for it, and I know the White House will be doing everything that they can too."

NICOSIA, Cyprus (AP) ? Cypriot authorities were putting the final touches to a plan they hope will convince international lenders to provide the money the country needs to avoid bankruptcy within days.

As well as trying to forge an overall financing package, lawmakers were meeting to decide the fate of the country's second largest lender Laiki which was hardest hit from its exposure to bad Greek debt.

Uncertainty over the position of Cyprus' European partners to the broad thrust of the country's new proposals formed the backdrop to Friday's discussions. There are also questions over whether Russia will be involved in any final package even though a two-day meeting between the finance ministers of Russia and Cyprus broke down with no agreement.

One concrete proposal is the restructuring of Laiki, which it is estimated will generate around 2 billion euros of the 5.8 billion euros ($7.5 billion) the country needs to raise itself. If the new package is agreed by international creditors, then Cyprus will be able to secure another 10 billion euros from the eurozone and the International Monetary Fund.

A new package is necessary after Cyprus' parliament rejected a plan earlier this week to grab up to 10 percent of bank deposits.

The country needs to have the plan in place by Monday as the European Central Bank has said it will cut off emergency support to the banks. That could trigger their collapse and leave the Cypriot economy reeling. Many in the markets think that would mean the country would have to leave the euro with potentially damaging repercussions across the 17-country eurozone.

Worried Laiki employees gathered near parliament for a second day after the governor of the country's central bank announced that authorities would look to safeguard the bank's viable parts and isolate its toxic assets. The hope behind the plan is to staunch any possible contagion effects to the country's other lenders.

"The bank is finished, we'll lose our jobs and I'm worried about my kids," Laiki employee Nikos Tsiangos behind barricades and a cordon of police that have blocked the way to Parliament. "They've brought us to the brink, the Europeans wanted to destroy our economy and they've done it."

Apart from the bank's restructuring, lawmakers were looking at a number of other bills including one setting up an "Investment Solidarity Fund" and restricting banking transactions in times of crisis.

Together, they will make up at least part of the alternative plan Cyprus hopes will secure it the bailout money.

A vote on the bills was scheduled for Friday morning, but that appears to have been pushed back as lawmakers continue discussions.

Europe also appeared to turn up the pressure on Cyprus Friday. Luxembourg's finance Minister Luc Frieden told Germany's Inforadio that Cyprus "certainly must change a very great deal in its financial sector ..... I see among some euro states little financial room for more concessions to Cyprus."

Meanwhile, Cypriot efforts to clinch a contribution from Russia appear to have failed after Russia's finance minister was quoted as saying talks had broken down. Russia is a key player in Cyprus as Russian depositors have parked around 20 billion euros into the country.

Anton Siluanov, Russia's finance minister, said the Cypriots were seeking to get Russian companies to invest in a state-owned firm managing revenues from the island's newfound offshore gas deposits and give Russian companies a stake in that company.

Russian investors were not interested, he said. Cyprus also offered stakes in some of its banks, but Russian banks were not interested in that either. Siluanov also said they were not discussing the possibility of providing a new loan to Cyprus as the EU has set a debt limit for Cyprus.

However, there is still speculation that Russia may get involved in some way if the EU and the IMF sign off on the new Cypriot proposals.

JERUSALEM (AP) ? President Barack Obama has permitted TV crews with live microphones to accompany him at virtually every stop in Israel, giving a rare and fascinating glimpse at the joking and small talk that takes place on the sidelines of official visits.

In Jerusalem on Thursday, Obama and Israeli Prime Minister Benjamin Netanyahu visited the Israel Museum, where they examined the Dead Sea Scrolls. Reading a passage from Isaiah from a facsimile of a scroll, Netanyahu explained: "It says, 'Nations should not lift swords unto nations and they shall know war no more."

The phrase forms the lyrics to a popular Hebrew folk song often used as a rallying call for peace.

Obama marveled that the Hebrew language had not changed much over the centuries.

Minutes later, during a tour of a technology exhibit, the two leaders stopped by a display of a robotic snake that can burrow into rubble during rescue operations. The three-foot contraption wriggled and separated and reared up. "Let me just say, my wife would not like this," Obama said, grinning.

At a brain imaging display, a scientist explained that the first step in studying brain function is taking accurate measurements of the brain. "That presupposes there is something to measure, right?" Netanyahu joked.

Developers of a driver assistance device that detects road obstacles described how their Mobileye protected passengers by sensing a car's proximity to other cars.

"Pedestrians, too?" Obama asked. "Pedestrians, cars...," one of the developers replied.

"Dogs?" Obama wondered. "Not dogs," came the reply.

For Obama, this was personal. The president reflected repeatedly on his experience as a father and an African American as he contemplated the conflict between Israelis and Palestinians.

Standing alongside Palestinian President Mahmoud Abbas in Ramallah, Obama contrasted the experience of children growing up amid the conflict to that of his two daughters, who in an earlier period in American history would have been denied the opportunities granted to others.

"Those of us in the United States understand that change takes time, but it is also possible," he said.

Later, in Jerusalem, Obama cited Martin Luther King Jr. and likened the story of the upcoming Jewish holiday of Passover to the experience of blacks in the U.S. who were freed from slavery and persecution.

Of the Passover story, Obama added: "For me personally, growing up in far-flung parts of the world and without firm roots, it spoke to a yearning within every human being for a home."

And the president veered briefly off of his prepared remarks to scores of Israeli students to convey a lesson he took away from meeting earlier in the day with Palestinian students in the occupied West Bank.

"They weren't that different from my daughters. They weren't that different from your daughters or sons," he said. "I honestly believe that if any Israeli parent sat down with those kids, they'd say, 'I want these kids to succeed. I want them to prosper. I want them to have opportunities just like my kids do.'"

As Obama prepared for his meeting with Abbas, Israel's president delivered a stern warning: Don't ruin your appetite.

Obama was taking his leave from Israeli President Shimon Peres during the technology tour when he made note of the state dinner planned at Peres' residence later Thursday, after Obama returned from talks with Palestinian leaders in the West Bank.

"So I'll see you this evening?" Obama asked Peres.

"Yes, don't eat too much in Ramallah," retorted Peres, prompting Obama to laugh.

In the most emotional moment of the tech tour, Obama and Netanyahu encountered a Druze Israeli war veteran and a U.S. army veteran, both paralyzed from the waist down. Both demonstrated how they were able to walk with the help of crutches and a computerized exoskeleton that supported their legs as they moved.

Obama gave both presidential "challenge coins," used to recognize veterans for their service.

The army veteran, Theresa Hannigan, a 60-year-old from Long Island, N.Y., was learning how to use the motorized aides, called the ReWalk, at the Bronx VA hospital. She implored Obama to help the device obtain FDA approval. Her voice breaking, Hannigan stood straight and hugged Obama.

The system is made by an Israeli company called Argo Medical Technologies. Its exoskeleton suit uses computers and motion sensors to allow paraplegics to walk with motorized legs that power knee and hip movement.

Obama offered a personal reflection. "Michelle's father had MS, so he used crutches until he was probably 45, 50, then got a wheelchair."

Netanyahu replied: "This would have given him a different life."
