TAMPA, Fla. -- When Mitt Romney addresses the Republican convention Thursday night, he'll speak from a stage that puts him a little bit closer to the crowd inside the convention hall. His campaign hopes the evening ends with Americans feeling a little bit closer to the Republican presidential candidate, too.

The final night of the convention in Tampa, Fla., will be devoted to telling Romney's story.

It's orchestrated to introduce a sometimes distant politician as the candidate best able to shoulder the country's economic burdens. His highly anticipated speech will be both personal and political, and include new and unfamiliar stories.

He's expected to discuss his Mormon faith, including time he spent as a church leader in Boston.

Advisers say the speech also will provide a "clear vision" of a Romney presidency.

Jackson family in Gary to mark pop star's birthday

GARY, Ind. (AP) ? The scene outside the childhood home of Michael Jackson resembled a party as fans joined members of the pop star's family for a vigil Wednesday, which would have been his 54th birthday.

Fans danced to Jackson's music prior to the arrival of his children and mother at the house at 2300 Jackson St. where the King of Pop, his siblings and their parents lived until 1969. In the days after Jackson's death in 2009, the singer's admirers piled stuffed animals, flowers and photos outside the tiny home in Gary.

Among those at the Wednesday night vigil was Andrei Tejada, 32, a Chicago veterinary technician student who expressed pleasure that Jackson's relatives were attending the event.

"They still remember where they started and it shows they appreciate where they started. It's a humbling experience to know they are here," said Tejada, who added she visits the Jackson childhood home once a month.

Other events planned by the family in Gary include a dinner on Friday and a concert on Saturday.

Before the vigil, Jackson's children, 14-year-old Paris and 15-year-old Prince, were given blue "Team Gary" T-shirts by Gary Mayor Karen Freeman-Wilson as they posed for pictures at a casino overlooking Lake Michigan.

"We just want you to know how much he meant to us and the city of Gary," the mayor said.

Paris and Prince didn't speak during the brief presentation. Later, in the moments before the vigil was to start, the two signed autographs outside the Jackson home. A large crowd formed around them, with fans shoving books and posters in the teens' faces.

The Rev. Jesse Jackson showed up at the tribute, stopping in the crowd before the vigil to pose for a photo with a Michael Jackson impersonator.

Michael Jackson spent the first 11 years of his life in Gary. The family moved out of the city known for its steel mills after the Jackson 5 struck it big in 1969 with the release of their first album.

Aside from two concerts the Jackson 5 played at West Side High School in 1971, the only time the singer returned to his hometown was in 2003, when plans for a Michael Jackson Performing Arts Center in the city's downtown were announced. It was never built.

"Gary, you are family, you always will be, I love you," Jackson said at the time.

Last week, a Los Angeles judge appointed the pop star's nephew, TJ Jackson, to share guardianship responsibilities for the late singer's three children with family matriarch Katherine Jackson. TJ Jackson was appointed a temporary guardian last month when Katherine Jackson was incommunicado during a stay at an Arizona spa with relatives.

Other family members have said Katherine Jackson was being improperly influenced regarding custody arrangements for the children, but her attorney disputed those claims.

Exclusive: China considers downgrading domestic security tsar in next line-up

BEIJING (Reuters) - China's Communist Party is considering downgrading the role of domestic security chief as part of a move to a new and smaller top elite, reflecting fears that the position has become too powerful, sources said.

Reducing the party's Politburo Standing Committee, the inner council at the apex of power, from nine to seven members would come as part of a once-in-a-decade leadership change expected in the next few weeks or months.

China's domestic security chief, Zhou Yongkang, faces defeat if his successor does not follow his example, and that of recent predecessors, and win a place at the top table.

Before he was tainted in a succession of scandals that hurt the Communist Party this year, Zhou expanded his role into one of the most powerful, and controversial, fiefdoms in the one-party government.

He has been on the Politburo Standing Committee since 2007 while also heading the central Political and Legal Affairs Committee, a sprawling body that oversees law-and-order policy.

That double status allowed Zhou to dominate a domestic security budget of $110 billion a year. But the hulking, grim-faced 69-year-old is due to retire along with most members of the Standing Committee at the 18th Party Congress, which will meet before the end of the year.

Leaders appear likely to put a tighter leash on Zhou's successor as head of domestic security by keeping him or her off the down-sized Standing Committee. That successor would remain a member of the less powerful Politburo, which has 24 members -- returning to a pattern the party kept to for much of the 1980s.

The provisional agreement to shrink the Standing Committee and to effectively downgrade the status of Zhou's successor has been rumored for months and firmed up during secret discussions since July, said six sources with direct ties to senior leaders and retired party elders.

"As things now stand, the Political and Legal Affairs Committee secretary won't be in the Standing Committee. He'll have to answer to someone in the Standing Committee. Basically, he won't be his own judge anymore," said a retired party official who remains close to many sitting senior officials.

"I don't think all the people (in the Standing Committee) have been decided, but it seems clear it will be seven."

He and other sources spoke on condition of anonymity, fearing recriminations from discussing secretive party issues.

Zhou was implicated in rumors that he hesitated in moving against the politician Bo Xilai, who fell in a divisive scandal. Security forces also suffered a humiliating failure when they allowed blind rights advocate Chen Guangcheng to escape from 19 months of house arrest and flee to the U.S. embassy in Beijing.

Such fumbles gave President Hu Jintao and his virtually certain successor, Vice President Xi Jinping, a shared motive to put a growing array of police forces and domestic security services under firmer oversight, said Xie Yue, a professor of political science at Tongji University in Shanghai.

"It seems quite likely that Hu and Xi have mustered the will to demote the political standing of the Political and Legal Affairs Committee," he said.

"They're taking advantage of the opinion that the committee's reach has gone too far, and that it's created too many problems and scandals."

Since the 1990s, China's efforts to stifle crime, unrest and dissent have allowed the domestic security apparatus -- including police, armed militia and state security officers -- to accumulate power, and the domestic security budget now outstrips the military's in size.

"There's been a lot of criticism inside the party of the Political and Legal Affairs Committee," said a businesswoman with family ties to a senior politician, referring to Zhou's portfolio. "Zhou Yongkang remains in power, but his voice doesn't have the same impact."

The move to downgrade Zhou's successor would not dilute the party's overall determination to enforce domestic control, but could give other arms of state more room to counter the powers of China's policing apparatus, said Xie, the professor.

"This will reduce somewhat the importance of the Political Legal Affairs Committee inside the party's power array," Xie said in a telephone interview.

"The Political and Legal Affairs Committee secretary will no longer be directly involved in the Standing Committee's key decisions about his portfolio. Unlike Zhou Yongkang, he won't be at the table, directly involved in all those key decisions."

Two sources said the front-runner to replace Zhou as Central Political and Legal Affairs Committee secretary was Meng Jianzhu, now minister for public security.

FOCUS ON PROBLEMS

The push to slim down the Standing Committee at least partly reflects hopes that the next generation of leaders will be more nimble and cohesive in tackling problems, said several observers in Beijing.

"The Hu-Wen era pattern of dividing up powers and allotting responsibilities among all these different stallholders has ended up creating many problems," said Pu Zhiqiang, a Beijing lawyer who closely follows politics. "The next leadership wants to be able to act more swiftly."

Broad plans for the power succession and other proposals for the party congress were discussed at a secretive conclave in Beijing in late July, when two sources said Hu spoke to hundreds of senior officials for several hours.

Chinese state media issued a brief account of Hu's speech. But the two sources said the full version dwelled on the major economic and social challenges facing the government.

"He spoke about the many problems and potential crises. There was a sense of anxiety," said a retired official, who said he was given a broad summary of Hu's speech.

"He spoke about corruption, environmental pressures, economic problems - about all the problems facing the party," said another retired official.

"That sense of urgency is one reason to form a smaller Standing Committee," added the second retired official.

STILL SOME SURPRISES?

Overseas Chinese websites, which are beyond the reach of Beijing's censorship, have also carried reports that the Standing Committee will shrink to seven, and many of them have already offered lists of the likely candidates.

But bargaining over the leadership line-up is not over, and there was still room for surprises, with changes in one choice rippling through to other appointments, said several sources.

"Most people back going to seven (in the Standing Committee), but then it all depends on whether they can agree on who those seven are," said the second retired official.

"There's no final agreement yet."

That view was echoed by Joseph Fewsmith, an expert on Chinese politics, who noted that before the 16th Party Congress in 2002, signs that Hu Jintao would lead a seven-member Standing Committee faltered, and the committee took in nine members.

"My sense is that there is still some bargaining to go," said Fewsmith, a professor at Boston University.

"I'm surprised a date for the congress has not yet been set, but I'm assuming we have about six weeks to go. So we may still see some surprises."

LONDON (AP) -Brazil goalkeeper Julio Cesar is on the verge of finalizing a move from Inter Milan to Premier League side Queens Park Rangers after agreeing a four-year contract with the west London club.

The 32-year-old Cesar has 64 caps for Brazil. He spent the past seven years at Inter, where he won a Champions League and five Serie A titles.

He tells the QPR website Wednesday that "the English Premier League is the best division in the world. Everyone wants to play here and I am no different. Now, I just want to give my all to the club and show the fans what I am capable of."

The move is subject to the player securing a visa.

New York AG taking aim at energy-drink industry

New York State is launching an investigating to find out if energy drink makers are deceiving customers with their advertisements, with CNBC's Herb Greenberg.

First it was big sugary drinks.

Now New York is taking aim at the multibillion-dollar energy-drink industry, looking into whether it is misleading consumers with its statements about the ingredients and health value of its products.

In July, New York Attorney General Eric T. Schneiderman sent subpoenas to PepsiCo, the maker of AMP energy drinks, to Monster Beverage, which makes Monster Energy brand drinks, and to Living Essentials, the company that makes the 5-hour Energy drink, according to a person familiar with the investigation. The probe was first reported in The Wall Street Journal.

The subpoenas asked for information on the companies? marketing and advertising practices.

Energy drinks have become increasingly popular in recent years. Manufacturers often market them as a way to temporarily increase energy and alertness, but some health advocates worry that the drinks contain large amounts of caffeine and sugar, which could be harmful if consumed excessively.

New York?s investigation follows a highly publicized move by New York City Mayor Michael Bloomberg in May to fight rising obesity by proposing a citywide ban on selling sodas and other sugary drinks larger than 16 ounces in movie theaters and other locations.

The move has drawn criticism from the beverage industry, which saw sales of $115 billion in the U.S. last year, according to data from Beverage Digest, a trade publication.

The energy drinks sector is far smaller but growing rapidly, with U.S. sales rising 16 percent to $8.9 billion last year and accounting for 12 percent of the carbonated-soft-drink category.

The energy drink business is a ?very tiny? part of the business?of giants such as Coke and Pepsico, said John Sicher, editor and publisher of Beverage Digest. Top sellers include Monster Energy, Red Bull, which is owned by an Austrian company Red Bull GmbH, and Rockstar Energy Drinks, he added.

New York investigators are looking into whether makers of the energy drinks are overstating the benefits of exotic-sounding ingredients in their drinks, while understating the amount of caffeine they contain. Industry critics believe caffeine is likely the main active ingredient in the drinks.

Energy drinks boast such unusual-sounding ingredients as guarana, ginkgo, ginseng and milk thistle, yet the labels on the drinks show they have much larger quantities of caffeine and taurine -- a naturally occurring amino acid present in high concentrations in many energy drinks.

In a statement, the American Beverage Association, which represents the non-alcoholic beverage industry, said it wasn?t aware of the details of the investigation and therefore could not comment on it.

However, the ABA did point out that, like all foods and beverages, energy drinks' ingredients and labeling are regulated by the U.S. Food and Drug Administration.

?Despite the misperception, most mainstream energy drinks contain about half the caffeine of a similar size cup of coffeehouse coffee,? the ABA said.

Earlier this month the FDA found that the caffeine content in energy drinks does not pose a safety issue.

The findings came after Sen. Dick Durbin of Illinois sent a letter to the FDA?s commissioner calling for an investigation following the death of a 14-year-old girl from Maryland who died of a cardiac arrhythmia due to caffeine toxicity after drinking two 24-ounce Monster energy drinks in a 24-hour period.

Monster Beverage disclosed in a regulatory filing on Aug. 9 that it had received a subpoena from an unnamed state attorney general ?in connection with an investigation concerning the company?s advertising, marketing, promotion, ingredients, usage and sale of its Monster Energy brand of energy drinks.?

Similarly, 5-hour Energy disclosed in a July bond-offering memorandum that a state attorney general recently requested documents about its product and marketing, the Journal reported.

The New York Attorney General?s office declined to comment for this article.

Pirates kidnap 24 in gunfight off Togo coast

LAGOS, Nigeria (AP) ? Pirates attacked an oil tanker Tuesday off the coast of Togo, taking control of its bridge and kidnapping 24 sailors before escaping amid an exchange of gunfire with a naval patrol boat, an anti-piracy organization said.

It wasn't immediately clear if anyone was injured in the attack on the Greek-owned oil tanker, which had been anchored about 17 nautical miles (19 miles) away from Lome, Togo's capital. The pirates took control of the vessel quickly, though an alarm from the ship alerted the Togolese navy, said Noel Choong, an official with the International Maritime Bureau.

The navy boat trailed the tanker and sailors exchanged gunfire with the pirates before the tanker escaped, Choong said.

Bear kills Denali backpacker in park's first fatal mauling

ANCHORAGE, Alaska (Reuters) - A grizzly bear has killed a backpacker in Denali National Park in the first fatal mauling at the Alaskan nature site since it was created in 1917, the National Park Service said on Saturday.

The bear suspected of attacking the man on Friday afternoon, a large male grizzly, was found at a secluded site near the man's body and was shot on Saturday afternoon from a helicopter, Denali park Superintendent Paul Anderson said.

Officials hope to recover the man's body on Saturday evening, but those efforts have been hampered by bad weather. Anderson said they were trying to contact his family and they had not yet been notified.

Investigators will try to confirm the dead grizzly attacked the man by examining its stomach contents, conducting DNA analysis and analyzing bear scat, said Pete Webster, chief ranger for the park.

"All that we know of this bear right now was at the time that we were flying over the incident scene, this bear was sitting on the food cache in the underbrush," Webster said.

The attack occurred at the Toklat River, about three miles south of a rest stop on the park's sole road, the Park Service said. There were no established trails at the site. Most of the park is free of trails.

Hikers found an abandoned backpack, bloody clothes and signs of a struggle on Friday. They summoned rangers, who flew to the site by helicopter and fixed-wing aircraft and found the body.

The bear apparently attacked the man near the river's gravel bar and dragged his remains to a more secluded site in the bushes, the Park Service said.

A camera found near the backpack showed that the hiker had photographed the bear for more than eight minutes and appeared to have come within 50 yards of the animal before he was attacked, Anderson said.

The photographs do not show the attack, Anderson said. "They show the bear grazing in the willows and not acting aggressive in any form or manner during that period of time," he said.

Park rules require people to stay a quarter-mile away from bears and to immediately back away at a slow pace if they find themselves to be closer.

The death marks the first fatal bear mauling on record since the national park was created in 1917 as Mount McKinley National Park, officials said.

The last major attack in memory at the 6 million-acre Denali Park and Preserve was about four decades ago when a park employee was seriously injured, said Maureen McLaughlin, a spokeswoman for Denali Park.

Park officials say Denali, one of Alaska's top tourist attractions, has a robust bear-safety program. Backpackers are required to receive "Bear Aware" training that includes a 30-minute safety video and a briefing from a ranger before they receive permits to hike and camp, the Park Service said.

WASHINGTON (AP) ? Building upon its fundraising prowess, Mitt Romney's campaign began a secretive data-mining project this summer to sift through Americans' personal information ? including their purchasing history and church attendance ? to identify new and likely wealthy donors, The Associated Press has learned.

The project employs strategies similar to those the business world uses to influence the way Americans shop and think. Now they're being used to sway presidential elections. The same personal data consumers give away ? often unwittingly when they swipe their credit cards or log into Facebook ? is now being used by the people who might one day occupy the White House.

For Romney's data-mining project, which began as early as June, the Republican candidate quietly turned to a little-known but successful analytics firm that previously performed marketing work for a colleague tied to Bain & Co., the management-consulting firm that Romney once led.

The head of Buxton Co. of Fort Worth, Texas, chief executive Tom Buxton, confirmed to the AP his company's efforts, which help Romney identify potentially wealthy and previously untapped Republican donors across the country. The Romney campaign declined to discuss on the record its work with Buxton or the project's overall success.

There are no records of payments to Buxton from Romney's campaign, the Republican National Committee or a joint fundraising committee. Under federal law, companies cannot use corporate treasury funds or resources, such as proprietary data analysis, for in-kind contributions to federal campaigns.

The effort by Romney appears to be the first example of a political campaign using such extensive data analysis. President Barack Obama's re-election campaign has long been known as data-savvy, but Romney's project appears to take a page from the Fortune 500 business world and dig deeper into available consumer data.

Buxton said he's working for the Romney campaign because he wants "to be on the winning team."

He once worked with a former Romney business partner to provide insights, for example, about where Petco should open a new pet-supply store to maximize profits. In addition to Buxton, the data-mining project was described to the AP by a Romney fundraiser who spoke on condition of anonymity because the fundraiser did not want to face repercussions for describing internal campaign processes.

Businesses use those kinds of analytics firms to answer key questions for clients, such as where to build a retail store or where to mail pamphlets touting a new product. The analysis doesn't directly bring in campaign contributions, but it generates the equivalent of sales leads for Romney's campaign.

The project relies upon a sophisticated analysis by powerful computers of thousands of commercially available, expensive databases that are lawfully bought and sold behind the scenes by corporations, including details about credit accounts, families and children, voter registrations, charitable contributions, property tax records and survey responses. It combines marketing data with what is known in this specialized industry as psychographic data analysis, which tries to ferret out Americans' consumer behavior and habits.

An early test analyzed details of more than 2 million households near San Francisco and elsewhere on the West Coast and identified thousands of people who would be comfortably able and inclined to give Romney at least $2,500 or more.

An AP analysis this week determined that Romney's campaign has made impressive inroads into even traditionally Democratic neighborhoods, collecting more than $350,000 this summer around San Francisco in contributions that averaged $400 each. High-dollar donors have been essential to Romney's election effort, unlike Obama, who relies on more contributors giving smaller amounts.

Romney and the GOP have out-fundraised Obama's re-election effort for the past three months.

The fate of the presidency may depend on who raises more money in the campaign, whose cost for the first time is approaching $2 billion. That figure includes hundreds of millions of dollars spent by super political action committees that accept unlimited and in some cases effectively anonymous contributions from millionaires, companies, labor groups and others to pay for television campaign advertisements across the nation.

Buxton confirmed that the data-mining project began with the help of Dick Boyce, Romney's former Bain & Co. colleague, after Romney joined fundraising forces with the Republican National Committee. Buxton expressed such confidence in his business and analysis methods that, in nearly two decades of running his firm, he told AP he has always been able to answer essential questions for customers.

"I can look at data of any kind and say, 'I want to know who that $100 donor could be,'" Buxton said. "We look at data of any kind."

Obama's campaign employs its own form of data analysis to lure potential supporters, via Facebook and Twitter, to fine-tune messages for supporters and potential donors. The Obama campaign declined to comment on its internal fundraising practices, although Buxton said it doesn't work with Obama's campaign.

Romney's campaign has also been secretive about how it raises its money, and most fundraising events have been closed to the press. Unlike Obama, Romney's campaign has declined to publicly identify the names of major fundraisers, known as bundlers, who have helped amass much of its money. Details of this project have not been made public until now.

Buxton is not listed as a vendor in any of the campaign's finance reports submitted to the Federal Election Commission, although some campaigns do not report expenses until the vendor sends them a bill.

When AP initially asked Buxton about its work for Romney, it declined to acknowledge that it helped raise money for the RNC, even as its own website displayed a prominent log-in page for "2012 presidential donor prospecting." That web address contained the letters "RNC" ? a common abbreviation for the Republican National Committee. After the AP's continued questioning, the company replaced the "RNC" letters in the web address with a generic "campaign" the next day.

This is not Buxton's first foray into politics: In 2006, the company produced 1,000 names for a Connecticut campaign to meet a write-in ballot requirement, the Fort Worth Star-Telegram then reported, and 900 of them signed up.

Few in Washington campaign circles recognized the work of Buxton, although it lists thousands of other clients in the public and private sector, including hospitals and local governments.
